acquisition for bachelor enlisted quarters (BEQ) complexes. The
buildings comprising Project P-438 shall include living units, laundry
facilities, lounge areas, central administrative areas,
mechanical/electrical rooms, corridors, and other common areas. Fire
sprinkler system shall be provided throughout the buildings. Site
improvements shall consist of an entry driveway, parking areas,
pedestrian walkways, utilities, and landscaping. The living units shall
be air conditioned. The requirement will be to provide the maximum
number of living units not to exceed 340 and no less than a minimum of
300 living units. Also, it will be more desirable for the buildings to
be three stories. However, four story buildings will be permitted if an
elevator is provided. Project P-439 is an option for a similar complex
and funds will be available in FY98. Each project site is
approximately 18,000 square meters. This is a firm fixed-price
procurement and will use the two-phase design/build selection
procedures. There will be two separate solicitations issued
sequentially. The phase-one solicitation will include the scope of work
and the phase-one and phase-two evaluation factors. Interested
contractors will submit qualifications and experience information based
upon the established phase-one evaluation factors. This information
will be evaluated and a selection made of not more than three of the
most highly qualified firms. These three highly qualified firms will
then proceed to phase-two of the procurement process. They will be
issued the phase-two Request for Proposal (RFP) solicitation and will
be given an opportunity to submit technical and price proposals in
accordance with this phase-two solicitation. Source selection
procedures will be used and award shall be made to the offeror whose
proposal is the most advantageous and offers the best value to the
Government; cost or price and other factors considered. A
pre-solicitation conference is scheduled for 10 April 1997. This
conference will be for the purpose of explaining and entertaining
questions about the two-phase design/build selection procedures and the
technical and contractual requirements. For those firms interested in
