Administration proposes to negotiate on a sole source basis with ATTEX,
Moscow, Russia (Pervomajskaya St. 3, Dolgoprudny, Moscow Region,
141700, RUSSIA) for the purchase of a Scanning 60 GHz Remote
Meteorological Temperature Profiler. The instrument will derive
temperature profiles in the altitude range 0 to 600-m above the ground
by measuring atmospheric emission spectra in the range 58 to 62 GHz as
a function of elevation angle for 0 to 90 degrees, and with a
sensitivity of 0.04 K rms. The accuracy of the measured temperature
profiles must be better than 0.5 K rms, with a vertical resolution of
50 m, and with a measurement cycle of 120 sec. Because of anticipated
deployment of the instrument on the North Slope of Alaska, the
instrument must work over the temperature range of -55 C to 45 C.
Suitable meteorological displays must be available, including plots of
temperature profiles as a function of height, and time-height contours
of temperature with a color display. No RFQ package will be available.
