KROUGH@ngb-emh2.army.mil The Army National Guard (ARNG) is
contemplating employing a commercial vendor to provide distribution
services for government-furnished military clothing and individual
equipment. The vendor would be responsible for the following tasks: (1)
request resupply from Department of Defense(DoD)Suppliers, receive and
store military clothing; (2) receive electronic orders for military
clothing; (3) select, make name tapes, affix insignia to, pack and ship
military clothing and/or individual equipment; (4) receive returns of
new and used clothing and/or individual equipment, confirm receipt,
inspect, launder as required and re-warehouse; (5) account for
inventories; and (6) operate within the regulatory requirements of DoD,
ARNG and the U.S. Army. The ultimate customers for the services would
be approximately 325,000 ARNG soldiers located in approximately 2700
communities within the continental United States, Alaska, Hawaii, Guam,
Puerto Rico and the U.S. Virgin Islands. The anticipated volume is
approximately 500,000 requests for issue (of one or multiple items of
clothing and/or individual equipment ) per year. Vendors could perform
these functions in their own or government-owned facilities. Minimum
service goals are routine delivery within 10 days after receipt of
order, and high priority requests within 48 hours from receipt of
requested service. All responsible potential sources are invited to
send descriptive literature on technical, cost and schedule estimates
for potential commercial solutions to this requirement. Potential
sources are also invited to comment on program risk/realism, concerns
and related issues, to include the following: Do any potential sources
have an existing system that could serve as a prototype? Please
address the capabilities and acquisition requirements which can be
tailored and streamlined to reduce cost, schedule and technical risks.
Please address tradeoffs/alternatives for implementing this type of
system. Individual responses to this request for information that
contain companay proprietary information must be marked in accordance
with FAR 52.215-12. Such proprietary information will not be released
outside the government ("within the government" is defined to include
evaluation on a "need-to-know" basis by participating technical and
management assistance contractors under government contract who have
signed non-disclosure and non-conflict of interest certificates). The
government may revise its acquisition strategy and solicitation
requirements based on industry responses. Responses are due not later
than 45 days after publication of this notice. Submit responses in
