FIRE TESTING AND TRAINING INITIATIVE. The U.S. Army Simulation,
Training and Instrumentation Command (STRICOM), Air Force Agency for
Modeling and Simulation (AFAMS) and Naval Air Warfare Center Training
Systems Division (NAWCTSD), all of Orlando, FL, have comprehensive
modeling, simulation, instrumentation and training systems
responsibilities ranging from research and technology base development
through systems acquisition and life cycle support. The missions of
these organizations support a broad customer basis including each
military service, DoD, and non-DoD organizations and include Live Fire
Testing and Training Initiatives. This synopsis seeks the
identification of potential Live Fire Test & Evaluation (LFT&E)
projects covered by the NAWCTSD Broad Agency Announcement BAA NAWCTSD
96-1, previously synopsized. Specifically, Part III (Research
Interests), Topic 2-E (Weapon Fire Simulation), includes the joint
service interest in alternative uses simulation and synthetic
environment technologies that can simultaneously benefit both military
training and LFT&E. All aspects of LFT&E, including personnel
casualty, vulnerability and/or lethality issues, and all warfare areas
(aviation, surface, undersea, ground forces, C4I, joint battleforce,
etc.) are of interest. It is desired that maximum advantage be taken of
existing university and industry research and engineering
programs/facilities. STRICOM, AFAMS and NAWCTSD, on behalf of the
Deputy Director, Operational Test & Evaluation/Live Fire Test &
Evaluation, OSD, are actively seeking proposals in the LFT&E arena with
any or all of the following characteristics: (1) applicability to both
military training and LFT&E; (2) training technology that has direct
benefit to LFT&E; (3) LFT&E technology that has direct benefit to
military training; (4) cross service/joint applicability; (5) evidence
of collaboration between training and testing communities and
operational forces; (6) timely transition/implementationof technology;
and (7) resulting cost savings to military training and/or LFT&E.
Those contemplating submission of a proposal are encouraged to contact
the LFT&E technical point of contact (TPOC) to determine the
likelihood of funding prior to submission of a white paper or proposal.
The recommended four-step sequence is: telephone call, informal white
paper, proposal, and contract award for selected projects. This
sequence allows earliest determination of the potential for funding and
avoids contractor and Government time spent on efforts that may have

Research Parkway, Orlando-FL 32826-3275. Proposals received by April
30, 1997 will receive preference in being processed for evaluation.
Please refer to NAWCTSD BAA 96-1 for specific information on proposal
preparation, proposal evaluation, proposal forms, and other research
interest areas. BAA NAWCTSD 96-1 remains unchanged and parties that
have already received a copy need not request another. New requests for
copies of BAA NAWCTSD 96-1 must be in writing and faxed to the
attention of Robert H. Riddle at (407)380-4495. No solicitation shall
be released. Contracts for selected proposals will be awarded no
earlier than October 1, 1997 and can be for a period not to exceed two
years. Anticipated funding for this initiative for FY 1998 under the
