Woodard (217) 352-6511 7589 (Site Code DACA88) The U.S. Army Construction Engineering Research Laboratories (USACERL), intends to enter into a Cooperative Agreement with the Civil Engineering Research Foundation (CERF), for Services to Provide a Partnership for Building Innovation. The objective of the proposed agreement is to develop and gain consensus on implementation details, charters, policies, procedures and business plans for an enhanced national evaluation service which meets the goals of the Partnership for Building Innovation. The proposed cooperative effort is between CERF, the National Evaluation Service (NES), the Department of Commerce (NIST), Department of Energy (DOE), Department of Housing and Urban development (HUD), the U.S. Army Corps of Engineers and others. The Government intends to solicit and negotiate the proposed award instrument with only one source within the guidelines provided in the Office of Management and Budget (OMB) Circular A-110, "Uniform Administrative Requirements for Grants and Agreements with Institutions ofHigher Education, Hospitals, and Other Non-Profit Organizations." It is anticipated that a Cooperative Agreement in the amount of $50,000.00 for a nine (9) month effort shall be awarded to the Civil Engineering Research Foundation.
