L. Ferris 301-227-3602 REVISED BAA NOTICE FOR SMART BASE: This is a
revised BAA for Smart Base Project which serves to clarify the intent
of the project and establish evaluation schedules. Offerors who
submitted abstracts under previous notices will still be considered and
do not have to resubmit under this notice. INTRODUCTION. All sources,
including traditionally non-defense commercial business entities and
academia are invited to submit abstracts of ideas to help the Navy
increase efficiency and reduce the cost of operating shore activities.
We are interested in short term projects that can be demonstrated
within a matter of months, and longer term projects which may be more
difficult to implement, but which have greater cost saving potential.
BACKGROUND. Base closures have reduced the number of activities and
corresponding operations and maintenance costs. Additional actions,
however, are required to reduce overall costs of the remaining
activities. While some functions and processes of a Naval base are
unique to the military, most parallel functions and processes of city
management, government/public administration, commerce and/or industry.
Those functional areas include, but are not limited to: administrative
services, public relations, safety/HAZMAT programs, child care, family
counseling, family housing, hotel services, human resources management,
security/law enforcement, waterfront port/marine services, port
operations, air terminal operations, shipyard operations, information
systems, utility services, building/facility maintenance management,
comptroller, recreation/sports/leisure activities, food service,
commissary and health care. Navy's Smart Base Project has been
established to solicit, evaluate, select and implement test
demonstrations of technologies, processes and management methods which
have the potential to reduce costs or improve efficiency. Smart Base
is particularly interested in ideas or products that utilize best
commercial practices, established industry -- not just military
specific—standards/specifications, state of the market
technology, and -- when related to information technology -- open
architecture, commercial off-the-shelf computer hardware and software.
Collaboration of representatives from various segments of industry
and/or commerce is encouraged to provide more integrated solutions
where possible. SMART BASE PROJECT. The Smart Base Project was
established so that selected cost-saving ideas could be demonstrated on
a trial basis in real-world situations. Traditional contracting methods
may be used, but we also are interested in collaborative efforts
between the government and industry. Therefore, non-procurement
instruments may also be applicable such as cooperative agreements,
other transactions or bailment agreements. Cost sharing is encouraged.
Naval Station Pascagoula MS, and Navy Ship Yard Portsmouth, NH, have
been designated as test sites. However, technologies and applications
are desired which promise Navy-wide cost savings; therefore, ideas and
concepts should not have applicability specific to only these
installations. An INTERNET server has been established for the Smart
Base Project Office at the following address:
http://www.dt.navy.mil/smartbase/. The server provides additional
information on the Smart Base Project, and lists the primary focus
areas for this BAA (see "Information Package" on server). SUBMISSION OF
ABSTRACT PROPOSAL. Abstracts will be evaluated by functional area and
should be submitted not later than the following schedule (submission
of abstracts after specified dates will not, of itself, disqualify an
abstract from consideration; however, since the selection process will
commence on dates specified, a submission after the desired date may
mean that evaluation of abstracts in your category has been completed
and will not be revisited until later in the year): JUNE 30, 1997

Management This BAA will remain in effect through December 31, 1997.
Revisions to the BAA will be published as necessary. As the project is
anticipated to remain in existence for two years, a revised BAA is
planned for release in December 1997 to address calendar year 1998
issues. ABS TRACT FORMAT. We will continue to accept submissions,
including those which may be more appropriate for long-term evaluation
for the life of the project. An offeror may submit any number of
abstracts in any number of areas -- consideration in one area of
interest will not preclude consideration in another -- but each
abstract must stand alone and will be evaluated on its own merits. An
abstract shall consist of: 1. A ONE-PAGE SYNOPSIS containing the
following: Short Title of offer. Offeror name/address/point of
contact/phone/fax/INTERNET address. Brief narrative description
including expected deliverables, product goals, and other information
germane to the submission. Brief explanation of potential cost savings.
Impact on human and system performance. Time frame in calendar days of
availability for product demonstration. Proposed costs and schedule.
2. UP TO 10 PAGES OF ADDITIONAL INFORMATION to include: Expanded
description (text plus diagrams/photos). Evidence of proven commercial
or government application, where appropriate. Technical approach, to
include: Planned schedule/milestone/deliverables. Potential for
reducing workload or operating costs, or increased efficiency. Ability
to integrate with existing systems or infrastructure. Timeline
availability and flexibility of product demonstration, operator and
maintainer training requirements, logistics (parts, tech manuals, etc.)
requirements. Experience of key personnel and submitting organization,
related experience, capability of facilities, etc. Proposal costs
breakdown and products life cycle cost breakdown. 3. (OPTIONAL). A
BRIEF SUMMARY DESCRIPTION which we can share with other Navy project
offices that are working on related reduced infrastructure projects.
(Note: Only your prepared summary will be provided to other Navy
project offices. If interested, they may contact you and invite you to
submit your abstract to them directly.) ABSTRACT FORMAT AND
SUBMISSION. Abstracts shall be on 8.5 by 11 inch paper, single spaced
with type size no smaller than 10 point (including type in graphics and
charts), and printed on one side of sequentially numbered pages.
Submitan original and three copies, plus a 3 1/2 inch floppy disk with
the abstract saved in MS-DOS Microsoft Word format. Submit abstracts
to: Commander, Carderock Division, Naval Surface Warfare Center, Code

20817-5700. Classified abstracts shall be sent to the same address, but
shall indicate on the envelope ATTN: Classified Mail and files, Code
0023. QUESTIONS. Questions of 50 words or less are limited to
clarification of this BAA announcement and can be forwarded through the
INTERNET server. Offeror questions shall indicate their company name,
address, telephone number, point-of-contact and if available, fax
number and e-mail address. Technical responses to applicable questions
will be posted on the INTERNET server and, therefore, will be
available to all potential offerors. Posted questions will remain
anonymous and protect the proprietary ideas of the offeror. Offerors
without INTERNET capability may fax their clarification questions or

IN ABSTRACTS, ABSTRACTS ARE NOT EXPECTED TO BE PARTICULARLY DETAILED OR
FOCUSED ON A SPECIFIC SITE. YOUR ABSTRACT NEED ONLY PROVIDE THE
REQUESTED INFORMATION IN CONCEPTUAL TERMS. IF YOUR ABSTRACT HAS
SUFFICIENT TECHNICAL MERIT, WHEN EVALUATED UNDER THE CRITERIA STATED IN
THIS BAA, WE WILL ASK FOR A FULL PROPOSAL IN WHICH SPECIFICS AND
DETAILS CAN BE ADDRESSED. FULL PROPOSALS. Organizations submitting
abstracts found to have significant technical merit, in accordance with
the technical evaluation criteria listed herein, will be invited to
submit full technical and cost proposals. We will respond in writing
requesting a full proposal and indicating the due date of the proposal.
Format of full proposals will be provided at that time. Invitation to
submit a proposal does not assure the submitting organization will be
awarded a subsequent contract, cooperative agreement or other
transaction. EVALUATION CRITERIA. We will use the following to evaluate
the technical merit of both abstracts and, when requested, proposals:
1. Potential for low-cost and rapid deployment. 2. Potential for
reducing workload, operating costs and increasing efficiency. 3.
Evidence of proven commercial or government application. 4. Technical
approach. 5. Ability to integrate with existing systems or
infrastructure. 6. Availability and flexibility for demonstration. 7.
Life cycle cost. 8. Experience of key personnel and submitting
organization, related experience, capability of facilities, etc.
Abstracts and Proposals will also be evaluated for cost, terms, and
qualifications of the Offeror. Cost will be evaluated for realism and
reasonableness in conjunction with technical merit. The selection of
one or more sources for invitation to submit a proposal and eventual
contract award shall be based on technical merit and funds
availability. GENERAL INFORMATION ON THE BAA. This notice itself
constitutes the BAA as contemplated by FAR 6.102(d) (2). There shall be
no formal RFP. The Government reserves the right to select for award,
any, part of, all, or none of the eventual proposals received. The Navy
expects to make multiple contract awards. This BAA is an expression of
interest only and does not commit the Government to pay any abstract
or proposal costs related to this announcement. Offerors are advised
that only the Contracting Officer is legally authorized to commit the
