RESPONSES TO THE REVOLUTION IN MILITARY AFFAIRS (RMA): IMPLICATIONS FOR

Service-Washington intends to negotiate a sole source purchase order
with Dr. Robin Laird, P.O. Box 11637, Alexandria, VA 22312. The
purchase order is for a study to identify and assess the nature of
projected French and German military responses for the development of
inter-allied military capability. This will include (1) to identify
French and German reactions and policy responses to U.S. RMA policy (2)
to identify plausible scenarios for the evolution of French and German
militaries in the RMA; (3) to identify the likely patterns of overlap
or not between French and German approaches to the RMA; (4) to
identify how the French and Germans might perceive and respond to other
Europeans and to Asian military developments associated with the RMA in
the years ahead (5).to identify and assess the impact of the overlap of
divergence between French and German approaches and the evolution of
U.S. approach to the RMA and (6) to assess the prospects for an
inter-allied RMA. The period of performance will be eight months. The
notice of intent is not a Request for Proposals, though any capability
statement received within 15 days after date of publication of this
