410-962-3495 CONTRACT INFORMATION: Engineering services are required
for Implementation of the MICRO PAVER Pavement Maintenance Management
Systems as directed by U. S. Army, Center for Public Works, Alexandria,
VA, Worldwide. Contract will be for a 12 month base period with a two
(2) option periods. The base and option periods will not exceed twelve
(12) months each. The cumulative total of all task orders will not
exceed $1,000,000.00 and individual task orders will not exceed
$1,000,000. Anticipated contract award date is July 1997. Contract will
be firm fixed price. Task orders will be issued based on the following
criteria: Ability to anticipate the customers need, satisfaction,
demonstrated ability and other criteria that the Contracting Officers
finds to be appropriate. Subcontracting Plan Requirements: If the
selected firm is a large business concern, a subcontracting plan with
the final fee proposal will be required, consistent with Section 806(b)
of PL 100-180, PL 95-507, and PL 99-661. A minimum of 25% ofthe total
planned subcontracting dollars shall placed with small business
concerns. At least 8% of total planned subcontracting dollars shall be
place with small disadvantaged business (SDB), including Historically
Black Colleges and Universities or Minority Institutions, and 5% with
Women-Owned Businesses (WOB). This plan is not required with this
submittal. 2. PROJECT INFORMATION: The selected firm will be required
to conduct technical inspections, investigations, obtain data,
establish data base and furnish drawings reports or other documents as
specified in scope of work. The AE shall have the capability to
perform the following task: a) Perform evaluation of and determine the
kind of specific assistance required by an Army installation to
implement the MICRO PAVER maintenance management systems; b) Conduct
field inspection of pavement distress review existing records and
drawings for pavement construction dates and surface type data; c)
Collecting data regarding drainage and other roadway structures in
pavement network; d) Perform economic analysis; e) Prepare and input
data into a computer database; f) Develop maintenance and repair
policies, network and project level analysis and multi-year network
analysis; g) Prepare maps, drawings, sketches, and final reports on
work performed; h) Conduct non- destructive testing (NDT); and i)
Conduct testing and give exit briefing to installation personnel.
Selected firm should have CADD capability, indicating the type of
equipment to be utilized and ability to translate data files between
systems, (i.e. AutoCADD, intergraph, etc). Related services such as
furnishings drawings, specifications, reports, cost estimates, and life
cycle cost reports may also be required. 3. SELECTION CRITERIA: See
Note 24 for general AE selection process. Selection of the AE firm
shall have the capabilities to provide civil engineering and pavement
evaluation expertise. Key personnel must have attended the MICRO PAVER
Comprehensive Course with the University of Illinois or American
PublicWorks Association (APWA) within the past two (2) years. Firms
must have direct supervisory experience and expertise related to the
PAVER management systems and non-destructive pavement testing. In
addition, sufficient professional and technical support is required.
Persons having signature authority on technical documents (reports,
drawings, studies, etc.) shall be engineers who have obtained
professional engineering registration. 4. SUBMISSION REQUIREMENTS: See
Note 24 for general submission requirements. Interested firms having
the capabilities to perform this work must submit a SF 255 and SF 254.
A SF 255 must be submitted for prime and joint ventures. A SF 254 must
be submitted for prime, all firms involved in joint venture, and for
each consultants. Notwithstanding the statements to the contrary in
General Note 24 and Block 6 of the SF 255, only SF 254's submitted with
the SF 255 will be considered in the evaluation. SF 254's are not
maintained on file at this office. In SF 255 Block 3b, provide the
firm's ACASS number. In SF 255, Block 6 provide ACASS number for each

SF 254 shall clearly indicate the staffing of the office(s) indicated
