736-1762 The U.S. Coast Guard Civil Engineering Unit Providence
requires an Indefinite Delivery/Indefinite Quantity contract to provide
professional marine engineering services to conduct above and
underwater marine surveys of various waterfront installations. Typical
task orders will include, but are not limited to, preparing design
specifications and plans for the replacement of marine facilities
including permitting and cost estimates. Contract is for one base year
with 2 one year options. The total amount of the base year contract
will not exceed $1,500,000. No individual order will exceed $300,000.
Option year thresholds are the same as the base year. Projects are
located within the geographic boundaries of the First Coast Guard
District which encompasses facilities along the East Coast of the U.S.
from the Maine/Canadian border to Highland, NJ. Evaluation criteria
are as follows, in order of importance: 1) Professional qualifications
to perform the services required; 2) Specialized experience, including
that of on-staff divers, to perform the services required; 3) Capacity
to accomplish the work in the required time; 4) Location of firm in
geographic area of Civil Engineering Unit Providence, Warwick, RI; 5)
Past record of performance in project scheduling, cost control and
quality of work with other Government agencies or private sector
clients. Firms which meet the above requirements and wish to be
considered are required to submit SF-254's and SF-255's to U.S. Coast

pursuant to the Small Business Competitiveness Demonstration Program,
and is unrestricted. If a large business firm is selected, a Small
Business Subcontracting Plan will be required prior to award. THE
FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED,
ANDDISADVANTAGED BUSINESS ENTERPRISES: The Dept of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has programs to assist minority,women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short-term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The max. line
