The U.S. Railroad Retirement Board (RRB) is seeking a contractor who will provide the following services for a maximum of five (5) years beginning on or about October 1, 1997. The RRB contemplates award of a fixed price contract to provide mailroom processing services at its Headquarters facility located at 844 North Rush Street, Chicago, Illinois. The vendor shall provide the following tasks: receipt and delivery of mail to Headquarters' locations, process outgoing mail in accordance with the U.S. Postal Service regulations and maintain and update the RRB mailing list(s). We expect to issue the solicitation on or about May 1, 1997 with a closing date thirty (30) calendar days after the issuance date. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. This procurement is a performance-based service contract procured in accordance with the Office of Federal Procurement Policy (OFPP) Policy Letter 91-2, ``Service Contracting'' and will be subject to OMB Circular No. A-76 (Revised), Performance of Commercial Activities, dated August 4, 1983 and the ``Revised Supplemental Handbook'' dated March 1966. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. (0083)
