Agricultural Research Service intends to procure an energy savings
performance project at the Plum Island Animal Disease Center (PIADC) in
Plum Island, New York. The intent of the energy savings performance
project is to provide a total integrated energy system with wind energy
(turbines) as an element. The system should consist of, but is not
limited to, the following: wind energy/thermal storage system;
energy-efficient lighting replacement; energy-efficient motor
replacement; optimizers for the boilers; augmenting existing
refrigeration capacity with a chiller/ice making system (part of
thermal storage); and replacing back-up generators with more efficient
generators for PIADC. The contractor will be required to design,
fabricate, furnish, deliver, receive, store during construction, move
into and out of storage, care for during storage, erect, finance, own,
start, commission, operate, maintain and repair the existing and new
systems. The term of the contract shall not exceed twenty-five (25)
years and is authorized by Public Law 99-272, Title VIII. Payment for
services will be made from resulting energy costs savings. The facility
is currently provided electricity from Long Island Lighting Company
(LILCO). It is anticipated that the solicitation will be issued on or
about April 28, 1997, and proposals received on or about June 27, 1997.
All responsible sources may submit a proposal which will be considered
by ARS. Interested offerors should submit a written request for a copy
of the solicitation. Contract award shall be made to a firm on the U.S.
Department of Energy's "Qualified List of Energy Service Companies." A
firm-fixed price type contract is anticipated. The Base Period shall
consist of the Total Integrated Energy System as well as the
Architectural and Engineering for the Wind Energy. Option I shall be
the Wind Energy project consisting of construciton of turbines and the
operations and maintenance for the life of the contract. The Standard
Industrial Classification Code applicable to this procurement is 8999.
For the purpose of this solicitation, any concern whose annual receipts
over the past three (3)years do not exeed an average of $3.5 million is
