U -- CLASSES: DIVING SAFETY, DIVING SUPERVISOR AND DIVING REFRESHER SOL DACA87-97-R-0014 DUE 030197 POC Contract Specialist Laura Wilbourn (205) 895-1171 (Site Code DACA87) The U.S. Army Engineering and Support Center, Huntsville, intends to award a sole source award to Florida Keys Community College, Key West, Florida, to provide all services, personnel, facilities, materials, equipment, supplies and travel necessary to develop/update and present training sessions for three courses of instruction: "DIVING SAFETY" (to be taught 2-26 September 1997). This course is 160 hours (4 weeks). "DIVING SUPERVISOR" (to be taught 8-26 September 1997) is 120 hours (3 weeks). "DIVING REFRESHER" (to be taught 1-10 April 1997) is 64 hours (8 days). Courses shall be taught at the contractor's facility. Purpose of the Safety and Supervisor courses is to provide Corps of Engineer personnel assigned to diving activities the necessary knowledge, skills, techniques and methods to effectively and safely perform and supervise underwater tasks and to effectively manage diving accidents. The purpose of the Refresher course is to update Corps of Engineer divers and diving supervisors assigned underwater responsibilities with current, state of the art knowledge, techniques and methods to safely perform underwater tasks, and effectively manage diving accidents. The proposed acquisition is directed to Florida Keys pursuant to the authority of FAR 6.302-1 (b)(ii). This source has unique capabilities. Copies of the solicitation may be obtained by written request at no charge. One set of the course materials for the Diving Safety and Diving Supervisor courses may be obtained from this office at a cost of $50.00 (non-refundable). Payment shall be made by certified check, cashier's check or money order; payable to: Finance and Accounting Officer, USAESC. Telephonic requests shall not be honored. The synopsis of intent to make a sole source award is not a request for quotes. Contractors able to provide the above services are invited to submit, in writing, an affirmative response which includes, as a minimum, the proposed credentials and qualifications, any applicable pricing data, and any additional informationindicating a bonafide ability to meet this specific requirement. All responsible sources may respond to this synopsis and all such responses will be considered by this agency. If no written responses are received within 15 calendar days, a sole source award will be issued. See numbered Note 22. (0083)
