of a 4 story addition with a basement level (approximately 1,515 GSM)
and is to be constructed on the northwest corner of the existing
parking lot that is owned by the Government. The addition provides
expansion space for the US Courts as well as enhanced security for the
US Marshals. Also included in the addition are private offices, jury
suites, a vehicle sally port and secure circulation paths for prisoner
transport, prisoner holding cells, the installation of two new
hydraulic elevators, renovations to the existing building necessary at
the connection points on each level, and new mechanical and electrical
systems as well as interfacing with the existing building systems.
There are also several options associated with the project. These
options consist of renovation work to the existing 5,860 GSM building
and include the following work: Exterior Restoration, Judge's Chambers
Renovation, Office Renovation, Courtroom Expansion, Security Fencing,
Chiller Replacement, Fire Sprinkler System Installation and Fire
Separation at the Fire Stairs, Basement Renovation, Exterior Window
Refurbishment, Radiator Refurbishment, Elevator Refurbishment, Air
Handling Unit and Duct Replacement, New Fan Coil Units and Replacement
of Electrical Panel Boards, Renovation and Restoration of Public
Corridors and Lobby, Upgrading Public Restrooms to meet ADA
Requirements, and the Reopening of Historic Courtroom Windows. The
estimated cost range for this project is between $5,000,000.00 and
$10,000,000.00. This procurement is restricted to 8(a) firms serviced
by the West Virginia District office of the US Small Business
Administration which have SIC code 1542 among their approved SIC codes.
This procurement will be negotiated in accordance with informal Source
Selection procedures. Award will be made to that offeror whose
proposal offers the greatest value to the Government in terms of price
versus degree of risk. Degree of risk shall be measured using the
following evaluation criteria, listed in descending order of
importance: a. Quality of Past Performance, b. History of Past
Performance, c. Corporate Experience, and d. Ability to Service the
