(217) 373-7297 (Site Code DACA88) The U.S. Army Construction
Engineering Research Laboratories (USACERL) require one (1)
factory-assembled, package type boiler with natural gas burner, steam
drum, economizer, controls, and forced draft fan mounted to the maximum
practical extent as an integral unit on a steel base. An option is
included to provide a second boiler with the aforementioned
requirements. Additionally, there are two (2) options for providing a
dual fuel burner (natural gas and no. 2 fuel oil) for each boiler. The
boiler(s) shall be used for a demonstration of new technology on low
emission cyclonic combustion which occurs in two stages. In the first
stage, fuel and air are injected tangentially at high velocity into a
cylindrical horizontal 100% watertube-walled combustion chamber. The
combustion gases are cooled by heat transfer to the watertubes and by
steam injection. In the second stage, more air is introduced to
complete combustion. The modified commercial burner required shall use
this cyclonic combustion. The boiler(s) shall be capable of
continuously providing steam at a maximum flow of 34,000 and a minimum
of 4,250 pounds per hour. While firing natural gas and using steam
injection at 100% maximum continuous rating (MCR), boiler efficiency
shall not be less than 82% and nitrogen oxide (NOx) emissions shall not
be more than thirty (30) parts per million (ppm). The boiler(s) shall
be delivered to two (2) separate Army bases within Continental U.S.
Installation shall not be required under this contract. A warranty
against defective design, workmanship, material, or performance for a
period of one (1) year from the date of the successful completion of
the Government's acceptance test for the boiler(s) shall be included.
The Government requires delivery of the initial boiler approximately
eight (8) months after award of the contract. Request for Proposal
(RFP) No. DACA88-97-R-0007 will be issued on or about 11 April 1997
with the closing date on or about 2 May 97. Offerors shall have at
least two (2) boilers in successful service for a minimum of two (2)
years prior to the closing date of the solicitation. Award will be made
to the responsible offeror who provides the lowest overall price to the
Government and demonstrates the capability to meet all the requirements
described in the solicitation, including the past performance
requirement described above, as well as, the Government's delivery
schedule. Submissions shall be in accordance with the RFP, and all
qualified sources may apply. Multiple awards will not be made under
