Standards and Technology (NIST) intends to buy InSb Photodiodes and
matching equivalent transimpedance preamplifiers on a sole source basis
from EG&G Judson, Montgomeryville, PA. NIST justifies this sole source
procurement in accordance with FAR 6.302-1, only one responsible
source and no other type of equipment will satisfy NIST's needs. The
description of this requirement is: Item 01 -- InSb photodiode, active
size seven mm diameter, shunt impedance: greater than 25K, field of
view: 17 degrees, Cold FOV aperture located greater than 50mm from
detector surface using extended FOV riser (600955) and two inch dewar
extension (600907). Dewar hold time: greater than 24 hours, window:
plane parallel sapphire, Si temperature sensor, customer supplied cold
filter mounted on extended FOV riser (600955). Customer supplied
precision aperture mounted within 0.040" of detector surface, two
customer-supplied sapphire window assemblies (180339) mounted on 2"
dewar extension (600907).Third sapphire window assembly (130339)
supplied by EG&G Judson, detector centered within +/- 2 mm of dewar
optical axis defined as perpendicular center of mounting holes around
window when cold, detector plane perpendicular to dewar axis +/- two
degrees when cold, detector response nonuniformity less than one
percent due to detector position variations relative to dewar axis when
illuminated with 3-5 mm spot, detector capacitance measured and
reported. J10D-M210S-R07M-17-APT-NIST. Three each. Item 02 -- InSb
photodiode, active size seven mm diameter, shunt impedance: greater
than 25 K, field of view: 17 degrees, cold FOV aperture located less
than 8 mm from detector surface, dewar hold time: greater than 24
hours, window: plane parallel sapphire, Si temperature sensor, customer
supplied cold filter to be mounted on FOV assembly, sapphire window
assembly (130339) supplied by EG&G Judson mounted without dewar
extension (6000907), detector centered within +/- 2 mm of dewar optical
axis defined as perpendicular center of mounting holes around window
when cold, detector plane perpendicular to dewar axis +/- two degrees
when cold, detector response nonuniformity less than one per cent due
to detector position variations relative to dewar axis when illuminated
with 3-5 mm spot, 17 degrees FOV aperture diameter, dewar window
thickness, detector-to-FOV aperture and FOV-to-window dimensions
reported when cold, detector capacitance measured and reported.
J10D-M210-R07M-17-NIST. Two each. Item 03 -- PA-7 equivalent
transimpedance preamplifier matched with each of Item 01 and 02 mounted
in enlarged M210 dewar terminal pin box with three customer specified
switch selectable gain settings. Includes OPA627 op amp, 3dB bandwidth
set to 400Hz, frequency response curve provided with each amplifier
indicating partially or fully compensated frequency roll-off
characteristics, includes detector output for use with customer
supplied external transimpedance preamplifier. PA-7-INT. Five each. FOB
Destination. Delivery of all items within 155 calendar days of contract
award in one shipment. This is not a request for competitive quotes.
However, interested parties may identify to the contracting officer
their interest and capability to satisfy the Government's requirement
within 15 days of this notice. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. See Numbered Note 26.
