The Aviation Applied Technology Directorate (AATD), U.S. Army Aviation and Troop Command (ATCOM), proposes to award a contract entitled "Ballistic Tolerant Stiffeners Program". The objective of the program is to fabricate or provide a helicopter representative primary structure, such as a tailboom or a fuselage to tailboom transition section, both with and without Z-pinning, in order to evaluate the Z-pinning effectiveness. The objectives associated with DOD Rotary Wing Goals of the Technology Area Plan are to achieve significant improvements in fabrication cost, structural efficiency, and survivability. The implementation of the Z-pinning process could contribute toward achieving these goals. The program will consist of a 15 month technical effort. Foreign firms desiring copies ofthis solicitation must submit an official request through their embassy to HG, AMC, ATTN: AMCMI-CT, 5001 Eisenhower Avenue, Alexandria, VA 22333-0001. The DA will make a determination as to whether or not the foreign contractor's government meets appropriate disclosure restrictions and is thereby eligible to participate in the program. All responsible sources may submit an offer which shall be considered by AATD. Requests for the solicitation may be submitted by mail, through facsimile machine at (757) 878-1101 or by e-mail.
