Snopsis@Contracts.nrl.navy.mil. The Naval Research Laboratory (NRL) has
a requirement for engineering and technical support for research and
development in such areas as environmental modeling (atmospheric and
undersea), sensor modeling (radar, IR, sonar, and fiber optic), and
systems performance (communication security, information security, and
decision support). The specific task areas of support includes the
development of the Naval Simulation System (NSS). The function of the
NSS is simulation of warfighting capability. Once developed, it will be
deployed at sea. The successful contractor will be required to develop,
document, test, and install NSS. Furthermore, the contractor will be
required to provide a full range of existing warfighting models capable
of performing in an NSS environment, integrate them into the NSS
architecture, work with NRL in providing leading edge scheduling
capabilities for parallel implementation of NSS on high performance
parallel computing systems, and provide the documentation and training
needed todeploy NSS aboard naval vessels. The major portion of tasks
will be performed at the contractor's facility and field testing
locations, not at NRL. The personnel will be required to have U.S.
Citizenship and SCI level clearances. The contractor will be required
to have a Top Secret level facility clearance. An Indefinite Delivery,
Indefinite Quantity type contract with Cost Plus Fixed Fee payments is
anticipated. The minimum level of effort is anticipated at 10,000
direct labor hours and the maximum level of effort is anticipated at
170,688 labor hours. The finalized statement of work, labor categories,
level of effort, and personnel qualifications will be included in the
solicitation package. The period of performance is estimated at 72
months from contract award. This is a partial follow-on requirement
with mostly new tasking. The incumbent is Metron Inc., 11911 Freedom
