(904)882-4294, ext 3399 17. SOURCES SOUGHT SYNOPSIS: This Synopsis is
related to a previous notice published on 26 SEP 96, Number MNK-96-051.
The previous notice announced a presolicitation conference for effort
that was contemplated to be solicited as a Program Research and
Development Announcement (PRDA) for an R&D effort. Sources are now
sought to provide Advisory and Assistance Services (A&AS) in the area
of Warhead Payload Development. Respondents must provide a unique set
of technical capabilities to support design, experimentation, and
development in the areas of Advanced Munitions Development,
Neutralization Technologies, and Terminal Ballistics. Prospective
sources must submit information about their ability to provide highly
qualified scientists and engineers in support each of these areas as
described below: a.) Advanced Munitions Development: Postulating and
exploring advanced non-nuclear warhead concepts that employ lethal
mechanisms outside the exclusive realm of explosives and moving metal.
This development program is specifically intended to exploit pulsed
electrical energy. It focuses on the design and analysis of experiments
to validate critical unknowns and address the specific technical issues
that are pivotal to individual concepts. This includes the continuing
development of unique software simulation and experimental analysis
codes; envisioning the embodiment and utility of future weapons, and
planning efficient experimental development routes to prove the value
of the most attractive, advanced concepts. b.) Neutralization
Technologies: devising, reviewing, and evaluating lethality mechanisms
for the destruction of chemical and biological agents, concepts for
the denial of access to chemical and biological weapons, and concepts
for the disruption of production and storage facilities and delivery
systems, investigating the issues associated with the production and
implementation of agent defeat concepts, developing physical models and
analysis tools to assess concept effectiveness, determining test
requirements and participating in test planning, conducting critical
experiments, and analyzing experimental data. c.) Terminal Ballistics:
analysis and numerical modeling of warhead penetration and impact
behavior; instrumentation and data collection; design of terminal
ballistic experiments including behind-target debris collection and
characterization. Experimentation facilities will be government
furnished. A draft Statement-of-Work for this effort is being prepared
and will be accessible for viewing and comment on the Eglin AFB
Contracting Opportunities Homepage at http://eglinpk.eglin.af.mil under
Major Acquisition Programs/Business Opportunities. SOW comments and
suggestions should be addressed to the point of contact listed therein.
This program is considered to be the follow-on to the effort associated
with Work Unit I under Contract Number F08630-91-C-0001, currently held
by Science Applications International Corporation (SAIC). WL/MNMW
anticipates requirements to maintain this effort for a period offive
years. This activity is estimated to involve approximately 6.5
man-years of A&AS effort per year. Firms having applicable interest,
capability and background should submit particulars in accordance with
Numbered Note 25 to WL/MNK, Eglin AFB FL 32542-6810, Attn: John Hawk.
Numbered Note 26 applies to this acquisition. Responses to this
synopsis must be received within 15 days from date of publication. For

will not be notified of the results of the evaluation of information
submitted. This synopsis is for information and planning purposes only,
does not constitute an IFB or RFP, and is not to be construed as a
commitment by the Government. Firms responding to this synopsis should
state whether they are or are not a small business concern or a small
disadvantaged business concern as defined in FAR 52.219-1 and FAR
52.219-2, respectively. The Air Force reserves the right to consider a
small business set-aside based on responses hereto. For the purpose of
this action the size standard is 1000 employees (SIC 8731) This
requirement may be pursued sole source if the Air Force determines that
only one source is capable of satisfying the requirements. An Ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
