TECHNOLOGY SOL F29601-97-R-0001 POC Ms. Mavra Lucas, Buyer, PL/PKWA,
505-846-4626 17. The Air Force Phillips Laboratory is interested in
performing R&D analysis, planning, development and experimental
investigation of current and future threats and threat mitigation to
space systems and subsystems (SEE DESCRIPTION OF EFFORT BELOW). A cost
type contract is contemplated. The contract performance is anticipated
to be 5 years with an estimated Level of Effort hours within the range
of 90,000 to 110,000. Small businesses interested in receiving any
resulting solicitation are requested to submit statements of capability
to the contracting officer that address the requirements identified in
Commerce Business Daily Numbered Note 25 by 25 April 1997. Relative to
Note 25, request that the statement of capability identify work
previously performed, which was accomplished by the contractor's own
employees, i.e., identify efforts that were not performed by
subcontractors. Large businesses are not required to submit statements
of capability. All requests for any resulting solicitations must
include company name, mailing address, and company size status under
Standard Industrial Classification Code 8731, 1000 employees. Based
upon responses to this announcement, the Government reserves the right
to set this acquisition aside for 8(A) Programs, and Small Businesses.
Contractors are invited to submit a description of their qualifications
for consideration to perform all or a portion of this R&D effort.
Address the following in your Statement of Capability (SOC): 1)
Experience /capability in analysis of space environment, nuclear
enhanced environment, Radio Frequency(RF), High Power Microwave (HPM),
and lasers, as well as other current and forecast space system
threats; 2) Experience/capability in conducting theoretical and
experimental studies on threat environment, threat coupling/interaction
on space system and subsystems; 3) Experience/capability in the
development and implementation of survivability technology to a broad
spectrum of threats including RF, HPM, laser, nuclear radiation and
debris; and 4) Experience in demonstrating new concepts and designs for
space systems protection and transitioning this information and
technology to government agencies and government contractors. The
planned effort shall require technical and analysis reports, test
reports, and prototype hardware and software. Top Secret Security and
facility clearances will be required. Replies to this sources sought
synopsis must reference RFP number F29601-97-R-0001. The technical
qualifications response shall be limited to a maximum of 15 pages not
including resumes. This acquisition involves technology that is subject
to Export Control laws and regulations. Any resulting RFP will require
that the contractors be registered and certified with the Defense
