a requirement for the development and application of statistical
approaches to characterize air quality for the analysis of air quality
data, air toxics, and developing alterative environmental indicators.
The successful offeror will 1) prepare, write or edit reports relating
to the statistical or mathematical analysis of ambient air quality
data, meteorological data, emissions data, and modeling results; 2)
prepare supporting information and user level documentation explaining
and justifying the underlying statistical framework and assumptions
and illustrating the applications of probabilistic or statistical
techniques (including examples); 3) produce graphics to support the
analyses of ambient air quality, emissions, meteorological, and
modeling data; and 4) identify other data series to be used in
environmental indicator analyses to better explain air quality trends
and evaluate programmatic success. Specific qualifications desired
include: 1) familiarity withEPA's aerometric data base structure and
experience in extraction and utilization of subsets of those data; 2)
experience in the statistical analysis and interpretation of
aerometric, emission and meteorological data and the use of
probabilistic methods; 3) experience in arranging and conducting
workshops related to statistical techniques as applied to data
analysis; 4) familiarity with both deterministic and statistical forms
of the National Ambient Air Quality Standards and the implications on
design values; 5) experience in report preparation and demonstrated
writing and editing ability; 6) familiarity with data analysis issues
associated with visibility data and non-criteria air pollutants (e.g.,
volatile organic compounds (VOC), benzo(a)pyrene (BaP) and trace
element data); and 7) experience in preparing graphical displays,
particularly presentations of air quality maps. EPA anticipates the
award of a cost-plus-fixed-fee level of effort type contract for a
total of 14,500 labor hours consisting of a base requirement of 2,900
labor hours. In addition, the contract will allow for four twelve-month
options for 2,900 labor hours each. SIC No. 8748 applies; size standard
of $5M in average annual receipts over the last three years. This
requirement is a follow-on to contract number 68D30101 with Systems
Applications International, which expires on September 30, 1997. RFP
will be issued approximately 4/28/97 under full and open competition.
Proposals will be due thirty (30) days after the RFP issuance date. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. However, firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above. If you request a
diskette of the solicitation, you will receive amendments by mail,
unless you notify us otherwise. Telephone and fax requests will not be
honored. Only one copy shall be sent to a corporate entity, regardless
of the number of requests from one or more different geographic
locations. A copy of the preliminary source list will be issued to all
prospective offerors along with the solicitation. All responsible
sources may submit a proposal which shall be considered by the Agency.
