Correa/Contracting Officer at (808) 735-0315. Type "A" & "B" Fixed
price Architectural/Engineering services are required for preparation
of plans, specifications and cost estimating suitable for bidding and
construction. Type "C" services involving inspection and oversight of
the construction to include final acceptance and post occupancy
inspections is included as an option to the requested service. This
project includes: the complete renovation of Buildings Nos. 700 (a
vacated two-story transmitter building) and 701 (a power building) with
2700 SM of space at Bellows AFS, for Hawaii Army National Guard
(HIARNG), a 170 SM addition to Building 701 for Marine Corps Base
Hawaii (MCBH) and a new 93 SM covered walkway joining the two
buildings. As part of the design methodology, the design A-E firm will
be required to use the Functional Analysis Concept Development (FACD)
process which is a seven working days intensive design concept
conference held on-site with facility users, related design and
construction offices and facilitated by a separate A-E FACD
facilitator, provided by the Government, which will work with the
design A-E to develop the design concept submittal that will be used as
a basis to process to final design. A preliminary engineering report
was completed in 1996. This report will be available for review. The
renovated facility will be a training and education facility. The
renovated space will consist of billeting space, classrooms, offices,
a dining area, parking area, and storage areas. This will accommodate
about 200 students and 50 staff people. Selection will be based on the
following criteria which are numbered in order of importance. (1)
Recent specialized experience of the firm and proposed consultants in
the design of structures of a similar size and scope (INCLUDE
GOVERNMENT & PRIVATE EXPERIENCE). List experience with similar projects
successfully completed in the last five years. (2) Professional
qualifications of the staff (in-house and consultant(s)) with respect
to overall makeup of the design and experience in construction
inspection and management. The experience and roles of key design
personnel, specifically on related projects, are addressed in criteria
element one. (3) Ability of the firm to accomplish the contemplated
work within a minimum reasonable time limit; as demonstrated by the
impact of this workload of the firm's permanent, projected workload
during the anticipated design period, the firm's history of
successfully completing projects in compliance with performance
schedules and providing timely construction support. Provide specific
experience and related time frames to accomplishment of similar design
efforts. If consultants are involved address history of working
relationship. (4) Past performance (with emphasis on similar efforts
cited in criteria elements one and two) with government agencies and/or
private industry. Demonstrate long-term government or private business
relationships, repeat business on related efforts and construction
support. Proven quality control of design documents. Performance on
cost control in terms of budget control throughout the design effort as
well as bid results. History of design related change orders (extra
during construction). Knowledge of bid climate and related impact
factors. (5) Knowledge of locality, including appropriate selection on
construction materials and methods. (6) Volume of work previously
awarded by the Department of Defense to the firm in the last 12 months,
with the object of affecting an equitable distribution of Department of
Defense contracts among qualified firms, including small firms, and
firms that have not had Department of Defense contracts. Following
options will be included: Construction Contract Support Services.
Following phases may be included: Interior Design, Schematic Design,
Design Development, Contract Documents, Construction Administration.
The estimated start date for the design of this project is June 1997
and the estimated completion date for construction of the project is
May 1999. The estimated construction cost is between $1,000,000.00 and
$5,000,000.00. Those firms which meet the requirements described in
the announcement and wish to be considered, must submit a Standard Form
254 and 255 to the office shown above Firms utilized by the prime A-E
must also submit completed Standard Forms 254 and 255. Specifically
address all criteria elements listed with additional sheets attached as
required. One copy of the SF 255 must be received in this office
(Building 303, ATTN: CWO Rod Correa) no later than 2:00 p.m. HST, 30
calendar days from the date this announcement appears in the CBD.
Should the due date fall on a weekend or holiday, SF 254/255's will be
due the first working day thereafter. Telegraphic or facsimile SF 254
and 255's will not be acce~pted. This is not a re~quest for proposal.
