FACILITIES MANAGEMENT DIVISION FOR Architectural and Engineering
services necessary for the preparation of planning studies, conceptual
design including plans & specifications and construction cost estimate
required to procure the design and construction of a Technical Facility
utilizing a Design-Build process and follow-on services. The facility
to be constructed at the National Aeronautics and Space
Administration's (NASA's) Goddard Space Flight Center (GSFC),
Greenbelt, MD campus for the National Oceanic and Atmospheric
Administration (NOAA), will be known as the NOAA Operations and
Research Center (NORC). It will consist of a multifloor building of
approximately 350,000 GSF area. The operational elements in this
facility will include laboratories, computer facilities, offices,
conference rooms and other amenities required to house an
interdisciplinary team of resident and visiting scientists and
operations staff related to NOAA's weather forecasting, satellite
operations and other research elements. Site development will include
extension of roads, development of parking lots, development of storm
water management system, development of utilities systems to provide
essential services to the facility, including chilled water, steam,
domestic water, sanitary sewer, storm water, electric power service,
communication systems, antennas, elevators etc. The project will
encompass all building systems including structural systems,
architectural systems, conveying systems, Heating, Ventilating,
Airconditioning (HVAC) systems, fire protection & detection systems,
electric power and grounding systems, Direct Digital HVAC Control
systems, Power Monitoring systems, Sensitive Compartmented Information
Facilities (SCIF) etc. The new facility will conform to the
requirements of the Uniform Building Code, OSHA requirements, and all
applicable environmental, health and accessibility standards and
regulations. Coordination and review with the National Capital Planning
Commission (NCPC) is required. Coordination of the NORC facility design
with other facilities, utility systems and the Master Plan of the GSFC
campus and NOAA/NASA Architectural-Engineering covenants is required.
The government is exploring the possibility of including 'Greening'
and 'Sustainability' features as an integral part of the facility
design. The government's intent is to develop the conceptual design to
approximately 35 percent level of overall completion to support a
solicitation package for a Design-Build contract to complete the design
and construct the facility. The government may, at its option, chose to
complete the design to 100 percent level, utilizing the services of the
firm selected to perform 35 percent design described above and use the
Design-Bid-Build process for the construction of the facility. The
estimated construction cost of the facility is in the $60,000,000 to
$75,000,000 range, to be implemented over one or more Fiscal Years.
This is not a request for proposal. Firms responding to this
announcement shall have a current accurate SF-254 on file at this
Center, or submit a SF-254 along with a SF-255 in response to this
advertisement. In addition to the reference information required in
Part 8 of the SF-255, "Owner's Name and Address", you are required to
include the owner's Project Manager's name and present telephone
number. Firms responding to this anouncement shall have offices or be
prepared to establish offices within a 100 mile radius of GSFC from
which all major elements of design shall be performed. The
NOAA/NASA-GSFC Architect and Engineer Selection shall apply the
following general criteria; (a) specialized professional qualifications
and experience of the firm and the proposed project team in the type of
work required; (b) capacity of the firm to accomplish the work in the
required time; (c) past performance on similar contracts with
government agencies and private industry in terms of cost control,
quality of work, and ability to meet schedules; (d) ability in
developing facility designs with energy conservation features and in
prescribing the use of recovered materials; (e) familiarity with
government regulations applicable in the area in which the project is
located; (f) volume of work previously awarded to the firm by the
government with the objective of effecting an equitable distribution of
the government's architect and engineer contracts to firms that have
had no prior or recent government contract. The selection results for
this synopsis will be published in the Commerce Business Daily. Site
visits will not be arranged during the advertisement period. This will
be a firm fixed price Architect-Engineer contract. The proposed
contract is being solicited on an unrestricted basis. A subcontracting
plan will be required by the selected firm if the firm is a large
business concern. The Small Disadvantaged Business set-aside goal in
that subcontracting plan shall not be less than 8 percent of
subcontracted work. This does not apply if the prime firm is a small
