WILDE (520) 533-2232 (Site Code DAAB07) This is a presolicitation notice for non-personal software engineering and technical support services in support of Headquarters, United States Army Information Systems Engineering Command (ISEC) elements at Fort Huachuca, Arizona, a subcommand of the United States Army Communications Electronics Command (CECOM). This support shall be available to support ISEC, the Army Signal Command, other U.S. Army Activities, Military Departments (MILDEPS), Department of Defense (DoD) agencies (Army, Air Force, Navy, Marines, and other DoD activities), and other Federal Government agencies/departments. The objectives to be achieved as a result of this contract are as follows: ensure that newly developed systems and system enhancements exploit state- of-the-science technology; comply with requisite government standards including Department of the Army Technical Architecture; provide needed services; improve the capability of existing systems in meeting functional and user needs; provide more timely and accurate information to all levels of CECOM-ISEC and other supported organizations; and contribute to the implementation of mandatory policies and procedures. Delivery of these services may require travel to CONUS and OCONUS locations as well as performance at various on-site or off-site locations. The governments specific requirements will be identified in each delivery order/task order issued under this contract. The contractor shall provide qualified personnel, supervision, and management required to perform the identified services. The types of services supported under this contract shall cover, but are not limited to, the following: software engineering/design; drawings and plans; security risk assessments and operational security design; requirements studies, site surveys and installation plans; computer programming; quality assurance; development of test plans; testing of hardware/firmware, operating systems, and application software; enhancements to existing software and firmware; development and maintenance of system documentation; systens analysis, debugging, design, conversion, maintenance, transition, integration, installation, operation and administration; formal and informal user training; software development; configuation management; technology insertion; identification and definition of environment interfaces; separation of data from applications; development and population of relational databases; design, development, enhancement and maintenance of multiple level service systems; design development, enhancement and maintenance of human interfaces and interactive processes; and definition of functional requirements. The government comtemplates awarding two contracts. One contract will be awarded under full and open competetion and one contract awarded as a partial small business set-aside. CBD numbered Notes 2 and 26 apply to this acquistion. The requirement consists of a base year plus four one- year options beginning on or about 1 October 1997. NO SOLICITATION IS CURRENTLY AVAILABLE FOR RELEASE. A Draft Statement of Work (DSOW) is currently on the CECOM Fort Huachuca Electronic Bulletin Board System (EBBS) at file library 96r0017, file name dsow.exe. Industry comments regarding the DSOW are encouraged. Offerors are encouraged to identify and propose alternatives to any Military Specifications and Standards contained in the DSOW. DO NOT request any documents in writing; accessing the EBBS places a vendor on the Bidder's Mailing List automatically. The EBBS can be accessed by dialing, using any communication program, ANSI VT100 or RIPGRAPHIC, (520) 533-0132 -- through 533-0139. The EBBS may also be accessed at TELNET 138.27.160.249, or via the Internet at http://138.27.160.249/. A free Windows COM program is on the Internet home page and can be downloaded. Instructions are as follows: Modem parameters: Data Rate = 1200 bps to 28800 bps (Hayes optima 28.8 B.FC Modems are used); Parity = No or None; Data bits = 8; Stop bit = 1. If you have not previously accessed the CECOM, Fort Huachuca EBBS, login as a new user. Users will create their own login ID and password and use the same login and password each time they access the EBBS.
