Administration is interested in receiving quotes for the services of a
qualified contractor to provide the necessary supervision, labor, test
equipment, materials, tools, etc. to perform one-time annual testing of
building switchgear. Testing is to be performed during the annual
shutdown on Columbus Day weekend of each year of the period of
performance, beginning on Friday Midnight and lasting through the
following Monday morning. All work shall be performed at the Agency's
National Computer Center located in Woodlawn, Maryland. Switchgear to
be tested includes, but is not limited to: 26 Federal Pacific Electric
(FPE) 15 KV Air Circuit Breakers (ACB's); 7 FPE 4160 KV ACB's; 22 FPE
15 KV Load Breaker Disconnects (LBD's); 22 Ferranti Packard (FP) high
voltage power transformers; 52 General Electric (GE) low voltage power
circuit breakers (480 VAC) on an EXIDE Uninterrupted Power System; 8
FPE low voltage ACB's (480 VAC); 167 FPE low voltage ACB's (480 VAC);
12 Seimens low voltage ACB's (480 VAC), type RF3200; 109 GE time over
current relays type IAC; 6 GE phase directional over current relays,
type JBC; 6 GE differential voltage relays, type PVD; 6 GE under
voltage relays, type NGV; 3 GE power directional relays, type GGP; 3 GE
negative phase sequence time over current relays, type INC; 9 GE time
over current relays with time restraint, type IJVC; 3 GE high speed
differential relays, type CFD; 26 GE instantaneous current relays, type
PJC; 24 Westinghouse reverse phase voltage relays, type CP; 3
Westinghouse over current relays, type CO; 3 Westinghouse current
relays, type SC; Test Transformer Status Annunciator Panel for
temperature/pressure pre-alarm, and temperature/pressure trip; and
Hi-Pot all 15 KV feeder cables. Testing shall be done in accordance
with manufacturer's specifications and Government-furnished Maintenance
Guides. The period of performance shall be one year with four 1-year
options. The anticipated performance start date is September 26, 1997.
The acquisition will be subject to Part 12 of the Federal Acquisition
Regulation (FAR) regarding the acquisition of Commercial Items, to FAR
Part 13.6 regarding the Application of Special Simplified Procedures to
Commercial Items and Services, and to the principles of past
performance evaluation as covered by FAR 15.605. The Government will
evaluate quotes for the "best value" based on price, experience, and
past performance. The acquisition will also be subject to the
conditions of the Service Contract Act. Solicitation No.
SSA-RFQ-97-3025 will be available on or about April 18, 1997. The RFQ
will be available for download in electronic form on SSA's Internet

Acquisition Data and Information Exchange (SADIE) Bulletin Board

the Maintenance Guides, and the Wage Determination will not be
