Administration (SAMHSA), Center for Mental Health Services (CMHS)
intends to negotiate with B. L. Seamon & Associates, 14221 Forbes
Blvd., Suite 245, Lanham, Maryland 20706 for professional services to
conduct nine (9) site visits to select Protection and Advocacy Programs
for compliance review. The site visit protocol for conducting site
visits to assess grantees' fiscal/accounting reliability, management
capability, contractual obligations and procedures and client tracking
mechanisms shall be used. The period of performance shall be eight (8)
months. This award shall be made using simplified acquisition
procedures. The Government reserves the right not to open this
requirement to competition based upon the responses to this notice.
Technical responses and requests received as a result of this notice of
intent will normally be considered solely for the purposes of
determining whether to conduct a competitive procurement. Interested
firms must submit a clear and convincing data substantiating their
capability to furnish this requirement within fifteen (15) days after
the publication of this notice. No solictation package is available. If
no affirmative responses are received award will be made to B.L. Seamon
