The Center for Mental Health Services (CMHS) intents to negotiate on a sole source basis with the Federation of Families for Children's Mental Health, 1021 Prince Street, Alexandria, Virginia 22314. The contractor shall consult with leaders in the family support movement to identify important models for exemplary practices in family support organizations supporting children and adolescents with serious emotional disturbances and their families. The contractor shall compile the practices in an "Exemplary Tool Kit" which will be made available to those interested in establishing or improving upon family support organizations. The period of performance shall be seven (7) months. This award shall be made using simplified acquisition procedures. The Government reserves the right not to open this requirement to competition based upon the responses to this notice. Technical responses and requests received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement within fifteen (15) days after the publication of this notice. No solicitation package is available. If no affirmative responses are received award will be made to the Federation of Families for Children's Mental Health.
