301/402-3070. The following is a MODIFICATION to a previously issued
CBD announcement which appeared on March 14, 1997. The National
Institutes of Health (NIH), Office of Procurement Management (OPM), is
conducting a Market Survey to determine the availability and technical
capability of businesses to provide on-site services to operate and
maintain the boiler room at the Rocky Mountain Laboratories (RML),
Hamilton, Montana. The intended procurement will be classified under
SIC 1799, Special Trade Contractors, N.E.C. with a size standard of
$7.0M. The Contractor and/or his/her employees shall: (1) provide for
all necessary supervision, labor and services to operate and maintain
the equipment necessary to assure continuous production and facility
distribution of steam, air, vacuum and electrical power through a main
electrical distribution board and to provide emergency electrical
power as required, (2) be within a one hour travel time of the RML,
Hamilton, Mt., (3) constantly monitor all operating systems and
equipment assigned to the Contractor. This shall be done by personal
observations, alarms and gauges, (4) conduct a temperature surveillance
check three times/day to evaluate whether or not buildings/areas are
excessively cold or hot, (5) take such measures as are within his/her
job responsibility to correct problems noted in the temperature
surveillance, (6) man the control room 100% of the time (24 hours per
day, 365 days per year), (7) in no event have the operator away from
the boiler room for over ten minutes, (8) at times, other than when the
RML switchboard is staffed, have the boiler operator serve in the
telephone reception center for the RML, (9) monitor the intrusion
security system for the animal facilities, (10) have a valid Montana
State third-class engineer's license, as required by the Montana State
Department of Commerce, for the type of heating plant at the RML, (11)
service all of the equipment in the boiler room as required, including
oil changes, filter changes, greasing, repacking valves, replacing
leaking gaskets, painting, repairing damaged equipment, etc., (12)
maintain and service all equipment in accordance with manufactures
recommendations, service manuals or other technical bulletins and
established boiler plant operating procedures, (13) make minor repairs
to equipment on an emergency basis when repairs are within their
capabilities to keep the equipment operating until the RML can provide
final repairs, (14) provide at least three operators to assist in
performing the annual maintenance work which shall be done on the
annual one-day shutdown in the boiler room, (15) make analyses of
boiler water systems as directed and shall provide chemical treatment.
The Contractor shall maintain all written records and log books
concerning water testing and treatment, (16) be responsible for
painting equipment and touch up painting of interior walls in the
boiler room, (17) perform janitorial tasks to include, but not limited
to, sweeping and/or mopping the floors, cleaning up spills, wiping
excess oiloff equipment, clean and sanitize toilet, shower and lavatory
in rest room, dispose of refuse in appropriate receptacles, clean
windows inside and outside, (18) update all written standard operating
and emergency operating procedures as necessitated by changes in
equipment and/or policies to ensure uniformity in performing
operational tasks and responses to emergencies or equipment/power
failures, (19) provide [at least] the following personnel for
performance of this requirement: one [1] project manager or supervisor
who holds a valid Montana State first-class engineer's license from
the Montana State Department of Commerce. Five [5] shift operators who
holds a valid Montana State third-class engineer's license from the
Montana State Department of Commerce. Qualified relief operators, as
needed, (20) assign personnel to this contract to normally be scheduled
for a maximum shift of eight [8] hours. When overtime is required,
maximum overtime per 24-hour period per operator shall not exceed four
(4) hours, (21) the contractor and his supervisory representative
shall be on call and available at all times to assist in any problems
arising in the operation of this requirement, (22) supervisory
personnel shall have had at least one year's supervisory experience at
a level equivalent to that of this position, (23) assign all employees
to this requirement that are physically able to do their assigned work
and shall be free of any communicable disease. The period of
performance shall be for twelve (12) months from date of award with
four (4) successive twelve (12) month option periods. Concerns that
respond to this synopsis shall furnish concise responses directed
specifically to the requirements mentioned above and are invited to
submit capability statements in an original plus two (2) copies no
later than forty-five (45) business days from March 14, 1997.
Responding firms that are located outside the Hamilton, Montana area,
shall indicate how the firm would coordinate with and provide support
to the NIH/RML. Sources demonstrating the capability to accomplish the
above shall supply pertinent information in sufficient detail to
demonstrate their ability to perform. Information furnished should
include enough material to allow the Agency to perform a proper
evaluation. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) NOR IS AN RFP
