Aircraft Division (NAWCAD) at Patuxent River, Maryland has a
requirement for mission flight hours to carry a Rolling Air Missile
Threat Simulator System (RAM TSS) Pod so a technical evaluation can be
performed on the USS Ashland's ship self-defense system. The aircraft
must be capable of flying at 0.9 Mach. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6,
as supplemented with additional information included in this notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; REQUESTS FOR
QUOTES ARE SOLICITED WITH THIS ANNOUNCEMENT; AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. This procurement is being processed in accordance
with the Simplified ACQUISITION Procedures, Part 13 of the FAR. This is
a request for quotation (RFQ) number N00421-97-Q-1068. Procurement will
be made via a DPAS "DO" rated Government purchase order, which will
incorporate provisions and clauses in effect through Federal
Acquisition Circular 90-42 and Defense Acquisition Circular 91-11. This
acquisition is 100% set-aside for small business; the applicable SIC
code is 4522, with a size standard of 1,500 employees. Quotations
offered in response to this RFQ shall be in the following format: CLIN
0001 -- One Lot of flight hours. CLIN 0001 shall be a firm fixed price
consisting of both the price for the mission flight hours and the
flight time to commute from the contractors facilities to Naval Air
Station, Cecil Field, Florida and the return trip. The Government
requires six mission flights, which are approximately two hours each;
totaling twelve mission flight hours. The missions are scheduled to
begin on April 14, 1997. In addition, the Government requires 100%
availability of the aircraft flight services between the dates of April
14, 1997 and April 17, 1997. The contractor shall provide an aircraft
capable of flying 0.9 Mach, which has been certified by the FAA to
carry the RAM TSS pod. Eachquoter shall provide back-up information to
support their quote such as recent invoices for similar services. The
provisions at FAR 52.212-1, Instructions to Offerors-Commercial (OCT
1995) is incorporated by reference and applies to this acquisition. The
provision at FAR 52.212-2, Evaluation-Commercial Items (OCT 1995) does
not apply to this acquisition. Instead, an award will be made to that
responsible offeror submitting a technically acceptable proposal and
offering the lowest evaluated price. Price will be the deciding factor
among technically acceptable proposals. To be technically acceptable
the offer must meet the following minimum requirements: One; Capable of
flying 0.9 Mach, Two; Aircraft certified by the FAA to carry the RAM
TSS pod, and three; provide aircraft and pilots with 100% availability
between April 14 1997 and April 17, 1997. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items (OCT 1995) is
incorporated by reference and applies to this acquisition. The clause
at FAR 52.212-5, Contract Terms and Conditions Required to Implement
Executive Orders-Commercial Items (Jan 1996) is incorporated by
reference, however, for paragraph (b) only the following clauses apply
to this acquisition FAR 52.212-5(b): FAR 52.219-14, Limitations on
Subcontracting (Jan 1991); FAR52.222-26, Equal Opportunity (APR 1984);
52.222-35 Affirmative Action for Special Disabled and Vietnam Era
Veterans (APR 1994); 52.222-36, Affirmative Action for Handicapped
Workers (APR 1994); 52.222-37, Employment Reports on Special Disabled
Veterans and Veterans of the Vietnam Era (JAN 1988). The clause at
Defense Federal Acquisition Regulations (DFARS) 252.212-7001(a),
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
(Nov 1995) is incorporated by reference. Additionally, each quoter
shall include a completed copy of the provision at FAR 52.212-3 and
DFARS 252.212-7000, Offeror Representations and
Certifications-Commercial Items (OCT 1995) with its quote. Quotes are
due to James Smith, Code 25412M, Contracts Competency, Bldg 588, Suite
2, NAWCAD, 47253 Whalen Rd Unit 588, Patuxent River, MD 20670-1463, by
2:30 P.M. Eastern Standard Time April 09, 1997. The Government intends
to place this order on a sole source basis for the flight services.
