V -- A PRIVATIZATION EFFORT FOR TRANSURANIC WASTE TRANSPORTATION SERVICES SOL DE-RP04-97AL76629 DUE 041897 POC Point of Contact: Margaret R. Cerno 845-4798. Contracting Officer: Betsy A. Shaw 845-4309. WEB: Doing Business with DOE-AL, http://www.doeal.gov/doe_al/sites/curnt97.html. E-MAIL: DE-RP04-97AL76629, mcerno@doeal.gov. The Department of Energy, Albuquerque Operations Office (AL) seeks sources with the capability of providing services for the transport of contact-handled (CH) transuranic (TRU) waste from various Department of Energy (DOE) sites in the United States to the Waste Isolation Pilot Plant (WIPP), Carlsbad, New Mexico. This privatization effort is composed of three elements: acquisition of equipment, providing transportation services, and participation in transportation and emergency training exercises. Approximately 102,000 cubic meters of retrievably stored CH TRU waste and mixed TRU waste is in inventory at 25 sites around the country. In addition, an estimated 38,000 cubic meters of TRU waste will be generated in the course of continuing DOE operations. WIPP is scheduled to open in November 1997, pending regulatory approvals. CH TRU waste will be transported in the Transuranic Package Transporter -- Model II (TRUPACT-II). The TRUPACT-II is an NRC licensed Type B shipping container. Each TRUPACT-II hasthe capacity to hold up to fourteen 55-gallon drums, two standard waste boxes, or one ten drum overpack. Each TRUPACT-II has a total payload capacity of 6,2807,000 pounds. Up to three TRUPACT-IIs can be transported on a specially designed trailer. Currently, DOE has 15 NRC certified TRUPACT-IIs and 17 trailers which will be available for use by the contractor. DOE+s NRC certification will be transferred to the contractor. The contractor will be required to purchase or manufacture additional tractors, trailers and TRUPACT-IIs which will satisfy the need for approximately 17 hauls per week in the operational stage. In the future, the contractor may be required to continue development of a shorter, lighter version of the TRUPACT-II called the HALFPACK. All additional tractors, trailers, TRUPACT-IIs, and HALFPACKs acquired at contractor expense under this privatization effort will remain the contractor+s property at the end of the contract. The solicitation will contain a Qualification Requirement that the manufacturer of the TRUPACT-II and trailers must be certified by the Nuclear Regulatory Commission. Under this privatization effort, the contractor will be responsible for 100% of the costs associated with the acquisition of tractors, trailers, and TRUPACT-IIs in the initial phase of the contract. Under privatization, the contractor may recoup direct investment costs as shipments are completed. An expression of interest and Statement of Capabilities (SOC) is requested by April 18, 1997. Potential sources must have: 1) demonstrated knowledge and previous experience in long-haul truck transportation services, 2) the financial capability to procure required equipment, 3) the ability to manufacture TRUPACT-II containers through company expertise, subcontract, partnering, etc., 4) the ability to meet NRC requirements for transfer of certification for TRUPACT-IIs and trailers, and 5) demonstrated management skills. Sources meeting these requirements are requested to submit a written SOC describing their capabilities in each of the above areas. When describing similar work which has been performed, include the following: name of organization from which the work was contracted, contract number, name, address and telephone number of the organization+s contracting representative. The SOC is limited to 10 pages. Please include your complete mailing address and a point of contact (name and telephone number). Please send the SOC to: U.S. Department of Energy, Albuquerque Operations Office, Attn: CPD/Margaret Cerno, P.O. Box 5400, Albuquerque, NM 87185-5400. Fax number is (505)845-4210. The DOE reserves the right to set-aside this procurement. Interested sources must identify if they qualify as a small business under SIC4213. In addition, firms are to indicate if they are or are not an 8(a) certified firm, a socially and economically disadvantaged business, or a woman-owned business. The DOE intends to issue a draft Request for Proposal and hold a pre-solicitation conference in late April. This is an unclassified effort. (0084)
