43 -- RECIPROCATING AIR COMPRESSOR SYSTEM SOL RFQ70186 DUE 041597 POC Nancy J Hill, Contract Specialist, (202) 324-2205 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70186, the provisions and clauses incorporated are those in effect through Federal Acquisitions Circular (FAC) 90-43. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The Standard Industrial Classification (SIC) Code is 3563 and the Business Size standard is 500 employees. This will be a Firm-Fixed price contract for two (2) Air compressors which are reciprocating, air cooled, oil-free and deliver at least 40 cfm at 100 psi. System shall provide overload protection, safety pressure relief valve and fused control circuits. System shall operate with dual control for operation under full load and idling, with adjustable time delay relay to shut down the compressor motor or automatic start/stop control. Air receiver shall have at least 200 gallon volume with automatic drain, pressure gauge, safety relief valve and be corrosion protected inside and out. Sequencer shall alternate the compressors through an adjustable timer. Air line filter shall be included before and after the compressor. They should retain solid particles 1um and larger, separation and discharge of liquids, and have double filter beds. Oil removal filter shall include activated carbon and filter oil to less than 0.1 ppm within the temperature range of 50 to 100 degrees F. Air dryers must provide an output due point of -100 degrees F with CO2 concentrations of <2 ppm with an output of 100 lbs. A means of saving energy by reducing purge air when dryers are operated at reduced loads. Additional features oil vapor absorber and control manifold. Price shallinclude installation of the new system and removal and disposal of the old compressor. Electrical will be provided by the FBI. Contractor shall provide at least one full year warranty upon installation and provide a service contract when warranty ends. Repair personnel shall be available twenty-four hours per day with 3 hours response time. Service contracts shall be priced for 4 option years. Complete stock of all wear and maintenance items are required by the vendor. System is to be installed at the FBI complex located in Quantico, Virginia.
