This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in thisnotice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 243-IFB-97-3077. this acquisition is issued as an invitation for bid (IFB). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This solicitation is unrestricted. The associated standard industrial classification code is 5032. The small business size standard is 100 employee. The following is a list of submittal requirements, methods of measurement, delivery locations, site information, contract line item numbers, quantities, and units of measure. Within 15 calendar days of Notice of Award, submit the name, address, and telephone number of the owner of the gravel pit from which the material will be shipped. Within 15 calendar days of Notice of Award submit manufacturer's specification sheet for geotextile if other than specified. Within 30 calendar days of the Notice of Award, submit an entineer's report on the delivery vessel stating carg weight versus vessel draft. At least 15 calendar days prior to loading of vessel submit written notification of intent to laod vessel to Bradley Harris at 3925 Tudor Centre Drive, Anchorage, AK 99508-5997. Invoicing shall be supported by copies of ships logs showing vessel draft prior to and after loading and unloading gravel. Measurement of payment shall be based on vessel draft prior to and after laoding gravel based on the specific gravity of the gravel loaded. Contractor supply loader with operator or other means of off-loading barge and stockpiling gravel. Crushed gravel, gradation requirements (percentage passing each seive size by weight) 1":100%, No. 4:30-70%, No. 10:25-55%, No. 200:0-6% of that portion passing a 3" screen, conforming to State of Alaska Standard Specifictions for Subbase, Section 703-2.09, Grading C, containing no muck, frozen material, roots, sod, or other deleterious matter, with liquid limit not greater than 25 and plasticity index not greater than 6 as determined by ATM T-7, with at least 50% of the particles retained on the No. 4 seive haing at least one fractured facte as determined by ATM-4, with aggregates having a minimum degradation value of 35 when tested in accordance with ATM T-13, gravel shall meet the quality requirements of AASHTO M147 except that ATM T-1 and T-7 shall be substituted for AASHTO T11, T27, and T88. CLIN 0001 -- SHIP TO: PHS Representative Richard Gallant, Chevak, AK, (907) 858-7979. Chevak is located on the Ninglikfad River inland from Hooper Bay, on the west coast of Alaska. CLIN 0001A -- Crushed Gravel. 5000 cubic yards. Delivery shall be made prior to July 1, 1997. CLIN 0001B -- Pit Run Gravel, gradation requirements (percentage passing each seive size by weight) 3":100%, No.4:30-70%, No. 200:0-6% of that portion passing a 3" screen, containing no muck, frozen material, roots, sod, or other deleterious matter. 1000 cubic yards. Delivery shall be made prior to July 1, 1997. CLIN 0002 -- SHIP TO: PHS Representative Jim Russell, Toksook Bay, AK, (907) 427-7244 or (907) 427-7889. Toksook Bay is located on the Etolin Strait, on the wet coast of AK. All gravel will be stockpiled near the barge landing. CLIN 0002A -- Curshed Gravel. 500 cubic yards. Delivery shall be made by July 1, 1997. CLIN 0002B -- Pit Run Gravel, gradation requirements (percentage passing each seive size by weight) 3":100%, No.4:30-70%, No. 200:0-6% of that portion passing a 3" screen, containing no muck, frozen material, roots, sod, or other deleterious matter. 100 cubic yards. Delivery shall be made by July 1, 1997. CLIN 0003 -- SHIP TO: PHS Representative Craig Haugland, Sheldon Point, AK, (907) 271-4700. Sheldon Point is located at the mouth of the Yukon River. All gravel will be stockpiled near the barge landing in such a manner as to not interfer with routine barge landing, loading and off-loading. Contractor shall supply and install Amoco 2002 geotextile, or equal, under gravel stockpile. CLIN 0003A -- Pit Run Gravel, gradation requirements 3":100%, No. 4:30-70%, No. 200:0-6% of that portion passing a 3" screen, containing no muck, frozen material, roots, sod, or other deleterious matter. 750 cubic yards. Delivery shall be made by July 1, 1997. CLIN 0004 -- SHIP TO: PHS Representative Craig Haugland, Kotlik, AK (907) 271-4700. Kotlik is located on Norton Sound near the mouth of the Yukon River. All gravel will be stockpiled near the barge landing in such a manner as to not interfer with routine barge landing, loading, and off loading. Contractor shall supply and install Amoco 2002 geotextile, or equal, under gravel stockpile. Contractor to supply loader and operatior or other means of off loading barge and stockpiling gravel. Delivery shall be made by July 15, 1997. The provisions at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition.
