Center (AFDTC), intends to solicit and negotiate, with only one source,
IAW FAR 6.302-1 (a) (2) (ii), Micro Systems, Inc., 65 Hill Avenue, Fort
Walton Beach, Florida 32548, (904) 244-2332 and IAW with Federal
Acquisition Regulation (FAR) Part 12, Commercial Acquisitions, for
thirteen (13) airborne Data Link Transponders (DLT) Time Space Position
Information (TSPI) and multilateration systems, Model #210, Part #
AY95210 designed to operate on Gulf Range Drone Control Upgrade System
(GRDCUS) range at Tyndall AFB, Florida. The system must be able to be
mounted on a standard P4B Airborne Pod (less than 5"). It must also
operate on 28 VDC + 4 or -- 6 VDC at a minimum current of 8 amps
continuously. The system must correctly receive GRDCUS and GRDCS II
variable length formatted messages at 915 MHz and -93 dBm to -2dBm. The
DLT must respond to broadcast messages and also to individually
addressed messages at 10 messages per second. The DLT must properly
decode RTCM104 GPS correction messages and discrete commands. The DLT
must respond to the individually addressed messages within precise time
determined by response delay bits in the received message. The response
by DLT must include GPS receiver data and discrete and digitized analog
signals. The specific GPS data included in the transmitted message
varies depending on message format group bits in the received message.
The system must be capable of detecting and accepting bi-phase
modulated signals, produce digital data and demultiplex and decode
data. The transponder shall use three specific pseudo random chip
codes, the sync is 127 bits long, Code A and Code B 31 bits long, each.
The center frequency of the receiver/transmitter shall be 915 Mhz, 3 dB
bandwidth of 30 MHz. The transponder shall have a minimum power output
of +53 dBm with a duty cycle of 2.0 percent minimum indefinitely (a 2
millisecond transmission at a 10 Hz rate). The transponder shall use
matched filters for detection of the sync A and B codes. The receiver
center frequency shall not vary by more than + 10 ppm over the
operating temperature range. The receiver sensitivity shall be to
provide a 0.99 or better probability of correct 256-bit message
detection at RF signal input levels of -93 dBm and provide a 0.999 or
better probability of message detection at a RF signal input level of
-86 dBm to -2 dBm. The transponder must be capable of accepting
external GPS TSPI (RS-232 & RS-422), four discrete and four analog
inputs. Delivery is 120 days ARO. Replies to this synopsis should be

supplies that comply with the requirements of the government. (No
contract award will be made on the basis of bids/proposals received in
response to this synopsis.) Firms responding to this synopsis should
reference # F08651-97-R-0006 and indicate whether they are or are not
a small or small disadvantaged business concern as defined in the
Federal Acquisition Regulation (FAR) 52.219-1. The Air Force reserves
