Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) has a requirement for an environmental
radiation monitoring system. The system shall consist of eleven (11)
remote radiation detectors with data logging capabilities and software
for downloading and analyzing the data. The remote monitor units will
be placed outdoors and shall be capable of functioning under typical
environmental conditions. The software shall permit downloading of
locally logged data to a PC. The software shall run on a 386 PC with MS
DOS 5.0 or higher, and shall use either an RS-232 port or parallel port
for downloading the data. Software requiring an operating system other
than MS DOS is acceptable provided that the system is supplied and
will run on a 386 PC. The software shall permit analysis of the data.
At a minimum, the software shall perform the following: a) provide a
graphical representation of the data; b) output the data in ASCII file
format; c) permit comparison of different data files; and d) generate
a printout of the graphical representations. The software license
shall permit the use of the software on three (3) computers. All
equipment necessary to download the data from a remote monitor to the
PC shall be supplied in duplicate. This includes any cables or other
equipment necessary to connect to the RS-232 or parallel port of the
computer.The following specifications apply to the remote monitors: The
monitors shall be capable of measuring dose rates from 1 microRoentgen
( R)/hour to 100 milliRoentgen(mR)/hour. The detector energy response
shall be better than 30% from 50 kev to 1.3 Mev. The detector accuracy
shall be better than 10% (for Cs-137). Each remote unit shall be
waterproof, operate from -20 C to 50 C, and weigh less than three (3)
lbs. The monitors shall be battery-powered and shall be capable of
operating a minimum of three (3) years before requiring battery
recharge or replacement. The monitors shall log data locally and be
capable of logging a minimum of 10,000 data points. For each data point
the monitor shall at a minimum record the date, time, and dose rate.
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED
IN ACCORDANCE WITH THE FORMAT IN FAR PART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED, AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation 53SBNB7C1140 is
issued as a Request for Quotation (RFQ). Award will be made based on
technical acceptability and price, with technical acceptability being
significantly more important than price. An item must meet all
specifications to be considered technically acceptable. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. The Standard
Industrial Classification (SIC) code is 5049 and the small business
size standard is 500 employees. The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
Required delivery is FOB Destination, Gaithersburg, MD, within 90 days
after award. All responsible sources may submit a quote which shall be
considered by the Agency. All offerors are to include with their quotes
a completed copy of provision 52.212-3, Offeror Representations and
Certifications -- Commercial Items. The following FAR clauses apply to
