Subsequent to that announcement, it has been determined that full and open competition is appropriate for this requirement. The U.S. Army Research Laboratory requires the design, fabrication, delivery and testing of a state of the art AES/SAM/XPS Multi-Technique System. The salient characteristics of the system are: a signal to noise ratio of at least 800:1; a sensitivity of at least 500,000 cps without manipulations; an electron source of 1-10 KV; and a heating and cooling range of 133k to 1237k.
