is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are hereby being requested and a written solicitation will
not be issued. This is solicitation number 97-36(N), and is issued as
a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90- 45. This procurement is unrestricted, and has
no set-aside requirements. The Centers for Disease Control and
Prevention (CDC) has a requirement for a MVS-Compatible Processing
Complex. Proposals are requested for a processor complex which must: be
compatible with existing and subsequent releases of MVS/ESA, JES2,
DFSMS/MVS, and other OS/390 components; execute application and utility
software currently running on Government-owned IBM ES/9000 9021-740
with no changes to source, object, JCL or load modules; support
existing peripheral devices the same as the existing system; be capable
of processing at a rate equal to or higher than 40 Million Service
Units (MSU) per hour of task or SRB execution time; be based on a
uni-processor with a performance rating equal to or higher than 8 MSU
per hour; have 1.0 GB or more of memory sub-dividable into main and
expandable; have 32 parallel channels compatible with IBM parallel
channel protocol with data transfer rates up to 6.0 MBPS; have 40 fiber
optic channels compatible with IBM ESCON protocol with data transfer
rates up to 17 MBPS. Configuration must include all required Service
Processors, System Consoles, and Power/Coolant Distribution Units.
Configuration must require less than 30 KVA power, have a total heat
output of less than 98 KBTU/HR, must require no more than 330 square
feet of floor space including service clearance, and must fit within a
rectangular area approximately 12 by 28 feet. The processor complex
must be Year 2000 compliant as defined in FAR 39.002. Equipment will be
acquired through a 36 month lease to ownership which includes an option
to purchase. Offerors must propose 36 equal monthly lease payments, as
well as a purchase price for the Government's option to purchase, and
a factor for each of the 36 months of the lease term that the
Government can apply to the purchase price or the monthly lease payment
to determine the cost of terminating the lease and acquiring title to
the equipment at any point during the lease. Separate prices must be
proposed for each item of equipment included in the processor complex.
Offerors must also propose the following optional items: one or more
additional instruction processors as required to increase the processor
complex performance to a total of 58 MSU per hour or higher, an
additional 512 MB storage, 16 additional ESCON compatible channels.
Prices for optional items must include separate 36 month lease and
purchase prices for these items in each of the first two option years,
and a factor for each of the 36 months of the lease term that the
Government can apply to the purchase price or the monthly lease payment
to determine the cost of terminating the lease and acquiring title to
the equipment at any point during the lease. All prices offered must
include delivery, installation, and a 36 month warranty which includes
24 hour, seven day per week maintenance (both parts and labor).
Warranty maintenance must include preventive maintenance performed
following OEM recommended procedures and frequencies, on-call remedial
maintenance within two hours of notification that equipment is
inoperative, use of new standard OEM parts in effecting repairs, and
all engineering changes sponsored by the OEM. If on-call maintenance
personnel fail to arrive on site within two hours, the contractor shall
grant the Government a credit of $100 per hour for each hour or part
thereof beginning with notification and ending with the time of
arrival. If the processor configuration remains inoperative due to
malfunction through no fault or negligence of the Government, for a
total of 6 consecutive hours or more than 8 total hours during any 24
hour period, or for more 22 total hours during any 30 consecutive days,
the contractor shall grant the Government a credit of $100 per hour for
each hour or part thereof during which the configuration is
inoperative. CDC's Government-owned IBM ES/9000 9021-740 (including
9027 and 9022) is offered for exchange-sale. Offerors must include any
price offered for this equipment in the proposal. Awarded contract
will contain a base period plus five option years. All equipment
ordered will be ordered within the base period and first two option
years, with the remaining optional periods used for completion of lease
and warranty provisions. Delivery for the base system will be FOB
destination to CDC, Building 16, 1600 Clifton Road, Atlanta, Georgia
30333 by July 1, 1997. Delivery of optional items shall be 45 days from
exercise of option. The provision at FAR 52.212-1, Instructions to
Offerors -- Commercial Items, and FAR 52.212-2, Evaluation --
Commercial Items is applicable to this acquisition. Award shall be made
to the eligible, responsible offeror whose offer, conforming to the
solicitation, is determined most advantageous to the Government, price
and other factors considered. EVALUATION FACTORS: (1) Technical
conformance: The proposal must include equipment descriptions,
specifications, product literature, etc., sufficient to substantiate
that the configuration offered meets requirements. The Government
reserves the right to require validation of proposed configuration and
to obtain information for use in the validation from any and all
sources, including sources outside the Government. (2) Past
Performance: Past performance will be used as an evaluation factor in
determining the most advantageous offer to the Government. Offerors
shall provide a list of the last five contracts completed during the
past three years and all contracts currently in process, that are
similar in size and complexity to this acquisition. Contracts listed
may include those entered into by the Federal Government, agencies of
state and local Governments, and commercial contractors. Technical
conformance and past performance, when combined, will be approximately
equal to price. The Government intends to evaluate proposals and award
a contract without discussions with offerors (except communications
conducted for the purpose of minor clarification). Therefore, initial
offers should contain the offeror's best terms from a price and
technical standpoint. The Government reserves the right to conduct
discussions if later determined by the Contracting Officer to be
necessary. Price will be evaluated based on the sum of the 36 month
lease payments for the base system and optional items, and an average
of the cost to purchase the base system and optional items over the
life of the 36 months, based on one month chosen in each of the three
years. Exchange-sale price offered and/or any guaranteed residual value
will be included in the cost evaluation. Configuration proposed will be
considered to have value-added if uni-processor speed exceeds 47 MIPS
or if other features, capabilities, or capacities of proposed equipment
provide specific benefits to CDC. Offerors must include a copy of the
provision at 52.212-3, Offeror Representations and Conditions --
Commercial Items, with its offer. The clauses at 52.212-4 (Contract
Terms and Conditions -- Commercial Items) and 52.212-5 (Contract Terms
and conditions Required to Implement Statutes or Executive Orders --
Commercial Items) apply. In addition, the awarded contract will include
FAR clauses 52.207-5, Option to Purchase Equipment and 52-217-9, Option
to Extend the Term of the Contract. Proposals in an original and three
copies are due by 2:00 p.m. EST on April 21, 1997 at the CDC
