The Volpe Center plans to procure a sole source simplified acquisition from RLS and Associates, Dayton, Ohio, in an effort to develop and disseminate to the transit industry FTA Drug and Alcohol Regulation Updates. This effort will require continuing to update a database of the transit industry from FTA data files and mail-back cards from transit industry personnel showing interest. A series of updates of the existing Implementation Guidelines should be prepared. A tracking system will be established to ensure that the databases receive all updates. This will require the current databases to updated as needed and incorporate additional transit industry personnel that indicate interest. A Small Business firm classified under SIC Code 8999 interested in competing must demonstrate in writing to the Contracting Officer within 15 days of the publication of this synopsis that they possess the experience in developing education materials for substance abuse awareness specifically designed for use by small urban and rural transit managers and are familiar with the Implementation Guidelines for the FTA Drug and Alcohol Testing Regulations. Small Business firms will be required to submit documentation in support of the above for evaluation by the Government prior to receiving a quotation. A single award will result from this solicitation.
