Academy, West Point, NY 3. Scope of services required: The existing
Arvin Cadet Physical Development Center provides swimming, court
sports, multi-purpose and combatant facilities for training, sports
medicine, rehabilitative therapy and athletic competition. The existing
445,000 GSF facility is a multi-level layout of six interconnected
structures which were constructed over a 65 year period. The intent of
the construction project involves extensive demolition of the
non-historic, non renovated elements of the existing facility. Build
new facilities abutting the footprint of the remaining structures which
meet the Physical Education and Intercollegiate program requirements of
the U.S. Military Academy. The facility will meet all current
construction and life safety code requirements (i.e. ADA, Life Safety,
UBC). The scope also includes the overall renovation and seismic
upgrade of historic Hayes Gymnasium and the renovation of Crandall Pool
which will provide an additional two lanes, new 10 meter diving well
and seismic upgrade of the facility. The design A/E will also identify
temporary facility requirements in order to house essential programs
during construction of each phase. The re-construction/renovation may
be accomplished through a series of "stand alone" projects phased over
multiple years or fully within the same phase. Functions eliminated in
a particular phase must be partially or fully replaced within the
temporary facility during the same phase. The design will be funded by
Military Construction, Army (MCA) funds. The scope of services will
include, but is not limited to the following: Preparation of plans,
specifications, design analysis and construction cost estimates (MCACES
Format), comprehensive interior design, construction phasing and
construction scheduling. The A/E will coordinate the design with all
related agencies (i.e., US Military Academy, US Army Corps of
Engineers, New York State Historic Preservation Officer, OHSA, etc.)
The design shall quantify and define temporary facility requirements
including options for adaptive re-use following the construction
period. A space utilization study of USMA real estate shall be
performed to determine if certain activities can be temporarily
relocated within existing space. Those portions of the building not
under construction will remain operational. A complete survey of the
existing plant and operation of the facility will be required. All
previously developed studies and building analysis reports will be
provided for reference. Other references include the COE Architect and
Engineers Instructions (AEI) and the COE Standard Design for Physical
Fitness Centers and DD Form 1391. The design scope will be directly
tied to the DD1391 funding increments. Program requirements outlined in
the DD1391 require verification and appropriate modifications. The
selected A/E will be required to perform a seismic analysis/study of
the existing Arvin Physical Development Center based on current seismic
criteria promulgated by the US Army Corps of Engineers and the Federal
Emergency Management Agency. The A/E will also perform a risk analysis
for the facility based on information developed by an on-going
seismological/geological study to be provided by the US Army Corps of
Engineers. The seismic and risk analyses will be funded by Operation
and Maintenance, Army (OMA) funds. At the conclusion of the study, a
follow-on contract will be issued to the selected A/E for the
preparation of design and construction documents (i.e., plans,
specifications, cost estimates, design analyses) and construction
services to accomplish the phased demolition, re-construction and
renovation of the Arvin Cadet Physical Development Center. Multiple
contracts will be awarded from this solicitation. Currently, the MCA
project has not been authorized. Award of a contract for the MCA design
of the project will not commence until proper authorization had been
received by the New York District. Technical capability required: Full
in-house capability is preferred. Firms must demonstrate in block 10
how they will manage subcontractors and in-house staff to insure
quality control. The (prime) firm must identify in its submittal the
quantity and disciplines, as well as the capabilities and experience of
personnel, in each of their working offices. These specific abilities
are required: Architect, Historical Architect with a Bachelor's degree
in Architecture and the following additional requirements: a)
activities in Architectural Preservation as a primary function, b) at
least one year of graduate study in one of the following: i.
Architectural Preservation, ii. American Architectural History or iii.
Preservation Planning (additional full-time experience on preservation
projects may replace graduate study requirement), c) Architectural
Registration and d) at least two years of practical experience on
Architectural Preservation and Restoration projects, Electrical
Engineering, Telecommunications Engineering (including PA, voice, data,
fiber optic and video systems), Mechanical Engineering (including HVAC,
plumbing, EMCS systems) Fire Protection Engineering (including code
compliance, fire suppression/detection systems), Landscape
Architecture, Civil Engineering, Structural Engineering with particular
experience in seismic analysis, risk performance of risk analyses and
seismic retrofit, Geotechnical Engineering and Topographic Surveying,
Aquatics consultant, Interior designer, Sports consultant, Certified
Industrial Hygienist (PCB and Lead Paint testing), Asbestos Inspector
and a Professional Cost Engineer. The A/E will also have construction
scheduling, phasing and constructibility experience. Special
Qualifications: Previous experience in the planning and design of large
gymnasiums, sports/athletic and aquatic facilities for major
colleges/universities. Previous experience with design of
rehabilitation projects on military installations, and academic,
historic environment is preferred. Experience in projects involving
extensive demolition. Experience with Construction Scheduling and
Phased Construction for maintenance and repair projects. Experience in
the seismic retrofit of existing and historic structures. Experience
with Corps of Engineers design standards and criteria. Responding firms
should indicate their ability to: a. Access a Corps electronic bulletin
board and Automated Review Management System (ARMS) via a Hayes or
Hayes compatible modem, through an IBM compatible PC. b. To use the
M-CACES Gold edition estimating package. c. To produce designs and/or
studies in the Metric System. d. Submittals should include in section
10 of SF255 examples of design work on similar projects that
demonstrate the re-use of construction materials to achieve waste
reduction and energy efficiency. e. Firms should indicate their CADD
capability (AutoCAD latest version). Closing date for submitting SF
255: 30 days after advertising date. Evaluation factors in descending
order of importance: a. Professional qualifications necessary for
satisfactory performance of required services. b. Specialized
experience and technical competence in the type of work required. c.
Capacity to accomplish the work within the required time. d. Past
performance on contracts with government agencies and private industry
in terms of cost control, quality of work and compliance with
performance schedules. e. Location in the general geographical area of
the United States Military Academy at West Point and knowledge of the
localities, provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project. f. Demonstrated success in prescribing the use of recovered
materials and achieving waste and reduction and energy efficiency in
facility design. g. The extent or participation of SB, SDB,
historically black colleges, and universities, and minority
institutions is secondary selection criterion and will be used as a
"tie- breaker, if necessary. h. Volume of work previously awarded to
the firm by the Department of Defense, with the object of effecting an
equitable distribution among qualified A/E firms, including small and
small disadvantaged business firms and firms that have not had prior
DoD contracts. This is a secondary selection criterion which will be
used as a "tie-breaker" if necessary. ESTIMATED CONSTRUCTION COST:
$80-100 Million. 9. Start: July 1997 Completion: October 2004 Small and
small disadvantaged firms are encouraged to participate as prime
contractors or as members of joint ventures with other small
businesses, and all interested contractors are reminded that the
successful contractor will be expected to place subcontracts to the
maximum practicable extent with small and disadvantaged firms in
accordance with Public Law 95-507. Three copies of the entire submittal
should be sent to Ms. Willien Cunningham, CENAN-EN-MR, Room 2133, 26
Federal Plaza, New York, NY 10278, (212) 264-9123. 13. Only those
submittals incorporating the 11-92 Revisions of the SF 254 and SF 255
will be considered. Furthermore, special attention should be given to
the manner in which these forms are completed. The SF 254 should
reflect the overall capacity of the firm, whereas, the SF 255 should
reflect only the personnel dedicated to the specific project referenced
in the submittal. These guidelines should be closely followed, since
they constitute procedural protocol in the manner in which the
selection process is conducted. 14. Notification of all firms will be
made within 10 calendar days after approval of the final selection.
Notifications will not be sent after preselection approval. The
notification will say firm was not among the most highly qualified
firms and that the firm may request a debriefing. The A/E's request for
a debriefing must be received by the selection chairperson within 30
calendar days after the date on which the firm received the
notification. Debriefings will occur with 14 calendar days after
receipt of the written request. Copies of all SF 254's and SF 255's of
all firms, who are not short listed, will be held for 30 calendar days
