Contract Specialist, Elaine Grant, (803) 695-6843 Furnish professional
Architect/Engineer Services to include preliminary services and
phasing recommendations, planning, consultation and visits, design
work, preparation of contract drawings and specifications, preparation
of cost estimates and construction period services as necessary for
testing, demolition, remediation, installation, testing, and
certification of all work for project # 544-97-104, "Renovate NHCU,
Building #103" at WJBD Veterans' Hospital, Columbia, South Carolina
29209. The intent of this project is to replace the old cracked and
broken tiles throughout the building. Abatement of Asbestos containing
floor mastic shall be included. Existing shower/bathing facilities
will be renovated, and female privacy will be provided through
introduction of female shower/bathing facilities. Located in building
#103, construction will be phased to minimize disruptions to the
operations of the Medical Center. The design shall ensure compliance
with current VA standards and all other applicable codesand criteria.
Value Engineering is encouraged and shall be noted at each design
review. Submissions are expected at conceptual, 50% and 100% Design
stages.Construction Cost Range is $250,000 -- $500,000. A/E will be
required to provide evidence of professional liability insurance of
$1,000,000. Architect-Engineer firms which meet the requirements
described in this announcement are invited to submit: (1) a Standard
Form 254, Architect-Engineer and Related Services Questionnaire, (2) a
Standard Form 255. Architect Engineer and Related Service
Questionnaire for Specific Project, when requested, and (3) any
requested supplemental data to the procurement office shown. Firms
having a current Standard Form 254 on file with the procurement shown
are not required to register this form. Firms desiring to register for
consideration for future projects administered by the procurement
office (subject to specific requirements for Individual projects) are
encouraged to submit, annually a statement of qualifications and
performance data utilizing Standard Form 254, Architect Engineer and
Related Service Questionnaire. Firms responding to this announcement
before the closing date will be considered for selection, subject to
any limitations indicated with respect to size and geographic location
of firm, specialized technical expertise or other requirement listed.
Following an initial evaluation of the qualification and performance
data submitted, three or more firms considered to be the most highly
qualified to provide the type of services required, will be chosen for
negotiation. Selection of firms for negotiation shall be through an
order of preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) Professional-capabilities: (2)
specialized experience and technical competence, as required: (3)
capacity to accomplish the work in the required time: (4) past
performance on contracts with respect to cost control, quality of work,
and compliance with performance schedules; (5) geographical location
and knowledge of the locality of the project, provided that application
of the criterion leaves an appropriate number of qualified firms, given
the nature and size of the project; (6) any other special qualification
required under this announcement by the contracting activity. Concerns
should submit all forms to the Contracting Officer (90C), A&FP
Service, Dorn Veterans' Hospital, 6439 Garners Ferry Road, Columbia, SC
29209 not later than May 12, 1997. This is not a request for proposal.
This is a 100% Set-Aside for Emerging Small Business Concerns. An
"Emerging Small Business" means a Small Business Concern whose size is
no greater than 50 percent of the Numerical Size Standard applicable
to the Standard Industrial Classification (SIC) Code assigned to a
Contracting Opportunity. A Concern is small if its average annual
receipts for the preceding three (3) Fiscal Years did not exceed 50% of
2.5 million. The Standard Industrial Classification (SIC) Code assigned
to this project is 8712. Award is subject to Availability of Funds.
