commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is DADA16-97-R-0020 and is issued as a Request for
Proposal (RFP). The Government intends to negotiate solely with
CliniComp International, Clinical Computer Systems, 9655 Towne Center
Drive, San Diego, California 92121, for a firm
fixed-price/indefinite-quantity (IDQ) base plus one (1) option year
contract. The solicitation and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. The
standard industrial code (SIC) is 3577; the small business size
standard is 1000 employees. Fixed Price Portion = Base year (1 Oct
96-30 Sep 97), Indefinite-Quantity Portion = 0ption Years (1 Oct 97-30
Sep 98) for four (4) systems of line items 0001 through 0017. The
supplies specified in the schedule for option years are estimates only.

SPECIFICATIONS: Line Item 0001 -- WORKSTATION USER LICENSE -- is for
software for 35 workstations. Line Item 0002 -- 10 CONNECTION ETHERNET
HARDWARE -- industry standard IEEE 802.3 Ethernet off-the-shelf
repeater (6 each) with 10 ports each. Located in communications closets
and connect the system to the back-bone fiber infrastructure. Line Item
0003 -- SINGLE NETWORK ETHERNET CONNECTION -- Industry standard IEEE
802.3 Ethernet 10BaseT network cales, unshielded twisted pair ethernet
connections, level 5 cable. Connect the network to each device on the
system. Line Items 0004 -- HIGH RESOLUTION DISPLAY STATIONS -- Color
resolution 17" display stations, 1280 x 1024 pixels resolution with 10
Base T ethernet interface. Includes IBM 101 keyboard and pointing
device. Physical dimensions of display and base not to exceed a height
of 18.4", width 18", depth 16", and weight of 44 lbs. Cart and wall
mount options. Power: 110/230 VAC, 50/60 HZ, 100 watts @~ 115 VAC. Rear
cable clearance 2 inches. Line Item 0005 -- WALL MOUNT FOR DISPLAY
STATIONS -- (line item #4 above) Physical dimensions requirements: WALL
CHANNEL -- shear tabs, fixed and adjustable channel stops, height 19"
x width 4" x depth 1.5". ARM -- Polymount with maximum load rating 80
lbs. Length 30" x width 3" x depth 1". MOUNTING INTERFACES -- specific
to instrumentation with tilt control knob. INSTALLATION—bottom
edge of 19" wall channel installed up 56" from the floor. Allow 14"
clearance either side of the wall channel center line. ERGONOMIC --
features include depressable channel stop for varied height, different
sizes and types of mounting interfaces, knob-adjustable tilt. Line
Item 0006 -- POSTSCRIPT PRINTER -- 12 pages/minute, simplex-industry
standard laser printer. Includes Ethernet l/P. Media capacity 360
pages. Line Item 0007 -- FMRD SERVER SOFTWARE -- fetal monitoring
remote display software must be compatible with existing network.
Provides central monitoring of fetal traces and maternal charting
capability. Remote or central display of waveforms, supporting up to 9
strips simultaneously. Zoom window capability. Visual and audible
alarms set on a per strip basis, or as a default for rate parameters.
Non-standard alarm settings displayed on screen. FDA approved, minimum
FDA 510K rating. Continuous fetal monitor trace readings stored as
part of the patient record. Line Item 0008—ONE BED PM SYSTEM
INTERFACE -- Physiological Monitoring interface compatible to current
proprietary software configuration for 18 patient beds. Data
acquisition interface box: eight shielded RJ45 connectors, RS232C at
300 to 38,400 baud rate, 5 watts power via network cable, no AC power,
UL544 approved, weight 0.648 Kg, wall bracket included. Capable of
acquiring both parameters and waveforms from all supported instruments.
Line Item 0009 -- FETAL MONITORING SOFTWARE PER BED -- Required
compatibility with existing proprietary network, all parameters and
waveforms from all supported instruments. Line Items 0010 -- SINGLE
UNIQUE UNIT CONFIGURATION -- Labor and delivery software, customized
screens. Must be compatible with existing proprietary network
configuration). System flowsheets are characterized by rows sorted into
sections and intersected by expandable time columns. Flowsheet rows are
configurable by health care facility based on the type of procedural
area, by each unit within the health care facility and by clinician or
on a per patient basis. In addition, the functions within the
flowsheet application are consistent throughout the system and can be
configured per flowsheet section. Health care facilities use the
flowsheet application when configuring screens to chart patient
physiologic data, fluid balance, medication administration,
neurological assessments, treatments and laboratory data. Approved
physician and nursing orders are added to a flowsheet from Standard
Order sets or individual orders via a keystroke of the Order Entry
function. In addition, flowsheet sections can be further tailored by
the clinicians with the Add Row feature in which rows may be added in
groups or individually from choice lists. Each row added can then be
stopped and restarted as needed. Patient data may be entered
automatically from interfaced patient monitors and ancillary systems,
manually in free text or from health care facility-defined choice
lists. With a single keystroke, monitored parameters can be transferred
automatically into the corresponding flowsheet time column. The data
retrieved from a monitor is then stored to the patient's permanent
chart by the clinician. Free text annotations can be appended to any
flowsheet cell and later edited with the complete edit history
available for review. Line Item 0011 -- GLOBAL SYSTEM 5 DAY USER
TRAINING -- on-site 5-day System Manager training for the query
database and archive package. Line Item 0012 -- SOFTWARE ENGINEERING
SPECIAL -- 10 days of software engineering time to create and install
interface to existing TRMC OB-outpatient database system. Line Item
0013 -- PATIENT ARCHIVE & QUERY SERVER GDB -- Global Data Base with
removable medial for backup capabilities. Must be compatible with
existing server and proprietary software. The AS-GDB system provides
hardware for archive, storage, retrieval and query. The system may be
scaled for the on-line archive capability and can be increased by
adding MS4-3FWDs as desired at the rate of 100KB/patient day in pairs
for redundancy. In addition to the on-line disk, a removable 2.6GB MO
optical disk is provided. The GDB performs archiving functions on an
automatic on-going basis, without any effect on clinical Information
System (CIS) function or performance. The GDB includes all patient data
from the CIS, not a subset or an abstract of the data. Data from
numerous years can be stored on-line or near on-line. The system also
contains an optical disc for removable backup. The database technology
used to accommodate the GDB needs is an object-oriented database which
stores all patient data from the CIS. Unarchiving may be performed at
any display designated on the entire system. The GDB is a dedicated
system which isolates the CIS from the performance requirements of data
archiving or queries. The system gives clinicians full, efficient
research capabilities of entire patient populations. The GDB query
tool's capability supports the relational model. BASIC SYSTEM CONTAINS:

attached interface, (1 Ea) -- System Console, (1 Ea) -- RIX 5.3
Operating System Software & Manuals, (1 Ea) -- IRIX 5.3 with XFS File
System, (1 Ea) -- 2.6 GB MO optical disc removable backup. Line Item
0014 -- MEMORY UPGRADE FOR C SERVERS -- must be compatible with
existing proprietary software/hardware, (see line item 0016). Memory
upgrade for up to 225 workstations, upgrade memory for a total of 256MB
required on each server. Line Item 0015 -- CQL SERVER SOFTWARE -- Must
be compatible with current proprietary database. Query results are
available on screen, printed, or sent to other user systems. Graphic
query tool used on hardware described in line item 0013. Line Item 0016
-- UPGRADE SERVER SOFTWARE -- Must be compatible with existing
proprietary network configuration. Upgrade Server Software 9-CIB-S to
S-CIS-M. Existing Configuration -- Central Computers: The CliniComp,
Intl. system runs on two fully redundant central computers under the
UNIX operating system (AT&T system V/compliant with POSIX 1003.1 --
1990). These systems support Symmetric Multiprocessor operation and are
classified as supercomputers due to thei~ exceptional processors,
overall high through-put and main bus speed. This architecture provides
the ability to increase performance incrementally. The resulting
scalability allows for future upgrades and represents a cost effective
solution for CIS applications. The system is designed in such a way
that no single point of failure will prevent its operation or prevent
access to patient data. In the event of a lost of one of the systems,
remote display stations automatically reconnect to the remaining
central system. Operation is continued with all data intact and full
system capability. The contractor shall provide on site maintenance
within two (2) hoursof receipt of call. Delivery shall be made FOB
destination within forty-five (45) days of contract award. Delivery
shall be made to Accountable Officer, P2-300 Material Branch, Bldg 161,
Tripler Army Medical Center, Honolulu, Hawaii 96859-5000. Installation
inquiries to Property Management Branch (808) 433-9385. The provision
at FAR 52.212-1 Instructions to Offeror-Commercial Items is
applicable. Award will be made to the lowest offer technically
acceptable. Offerors must include a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications with all
offers. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items is applicable. FAR 52-212-5 Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition with the following
