The U.S. Department of Energy, Richland Operations Office is seeking response from vendors on the draft RFP for technical and management support services. We invite prospective offerors, stakeholders, and other interested parties to provide questions and comments on the draft Request for Proposal for Support Services for the U.S. Department of Energy, Richland Operations Office (RL), no later than April 4, 1997. This announcement constitutes the only pre-solicitation notice. The final RFP will be issued on or about April 11, 1997 and proposals will be due 30 days after issuance of the final solicitation. The draft solicitation reflects a different approach for providing support services. Projectization of the Hanford Site and the award of the Hanford Site Management and Integration Contract last year will result in continued reductions of recurring support services. We plan to draw on the expertise of industry partners to focus on specific tasks that support RL actions at the Hanford Site. We anticipate awarding multiple contracts around September 1997, including: a core contract with multiple tasks; an option to award the secretarial and clerical task from the core contract as a separate contract; and specialty contract(s) for specific task(s) that will not require a continued Hanford Site presence. Through issuance of the draft solicitation, we are signaling the importance of your views before we develop a final solicitation. We invite your review and candid comments on any feature of the draft solicitation. In addition, we request that our prospective offerors provide specific comments on: task categories and description; performance-based fee process; and interest in the substitution of an oral proposal process for logical parts of the written proposal. The draft solicitation will be provided as an electronic file on a 3.5 inch diskette or is available on our web site described below.
