Work shall be accomplished IAW the Statement of Objectives (SOO). This effort will provide all software Nuclear Surety Crosscheck Analysis/Performance Analysis and Technical Evaluation (NSCCA/PATE) and Independent Verification and Validation (IV&V) services required by the ICBM SPO. In support of these services, the effort will include the maintenance of tools, testbeds, historical database, and the conduct of ad hoc studies. Additionally, the effort will provide sustainment engineering support for the Strategic Missile Integration Complex (SMIC). Item 0001 Provide all software NSCCA/PATE and IV&V services required by the ICBM SPO. This is a five (5) year effort beginning 1 Oct 97. Item 0002 Develop, procure, maintain, and update NSCCA/PATE and IV&V software analysis tools, testbeds, and historical databases. Conduct any required software nuclear certification studies or analyses. Performance at contractors facility. Item 0003 Continuous Engineering Services at OO-ALC in support of Minuteman SMIC Item 0004 Continuous Engineering Services at OO-ALC in support of Peacekeeper SMIC. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
