La Vanway, Contract Specialist, (407) 380-4037 MARKET SURVEY: The US
Army STRICOM is conducting a market survey on the availability of
systems that meet the task performance requirements of the Opposing
Forces Main Battle Tank (OPFOR MBT). The OPFOR MBT is a training device
and will not have combat capability. The OPFOR MBT program supports the
U.S. Army Combined Arms Training Strategy as a key element of the
Combat Training Center (CTC) program. The OPFOR MBT is anticipated to
be a tracked vehicle which will respond to the user requirement to
replace the current Opposing Forces primary vehicle system, the M551
Sheridan Tank. The OPFOR MBT is planned to be a generic representation
of a Main Battle Tank, not specifically based upon any particular
threat. It is anticipated that the OPFOR MBT will require surrogate
chassis, visual modifications (VISMODs), and turret integration to meet
the Operational Requirements Document (ORD). The program anticipates to
begin with Engineering and Manufacturing Development to pursue a
modified commercial solution tofulfill the ORD requirements. This phase
is planned to begin in FY98 at contract award. Proposed contract will
be firm-fixed price conducted within the guidelines of Federal
Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items.
