slongbr@nswc.navy.mil. In response to an Office of the Secretary of
Defense (OSD) initiative to provide Joint warfighting commanders with
an interoperable and scaleable command, control, communications and
data dissemination system for the family of tactical UAVs, the Program
Executive Office for Cruise Missiles and UAVs (PEO(CU)) has
established a UAV Tactical Control System (TCS) acquisition program
with a two phase development schedule. The objective of the TCS program
is to use common hardware and software already in the Department of
Defense (DOD), to facilitate the integration of control functionality
for a diversity of tactical UAVs, and to be interoperable with all
existing and future tactical UAVs. Accomplishment of these goals within
the established schedule will require rapid definition of the
integration and interoperability requirements. Demonstrations during
scheduled military exercises will be conducted on a regular basis to
generate early user input and evaluation. The Naval Surface Warfare
Center, Dahlgren Division (NSWCDD) in collaboration with the PEO(CU) is
soliciting research and development "white papers" to exploit existing
mission planning software architectures, which includes, but is not
limited to algorithms, software modules or libraries, software
applications, or complete packages for use in the TCS. In this
instance, mission planning software is defined as route planning
software and/or payload planning software. Specific areas of interest
include portability of the software between identified computing
platforms, expandability to be able to add capabilities for new UAVs,
ease of payload planning for EO/IR Synthetic Aperture Radar (SAR)
payloads, future payloads such as, ELINT SIGINT, etc. and ease of
dynamic retasking of the UAV and/or the payload. Offerors will be
required to provide source code and associated libraries for
integration into the TCS, to modify the software as required, and to
participate in integration testing and demonstrations as required. If
selected, offerors will be required to deliver executable code which
operates in both the TAC-4 and the Sun Sparc 20, or source code so that
NSWCDD can compile the code on both the TAC-4 and the Sun Sparc 20. All
algorithms and software used in the development of TCS shall be
non-proprietary and distributable to DOD sites worldwide. Offerors
shall identify functions, segments, or modules that are not releasable
to foreign nationals. An Industry Brief will occur on 21 April 1997,
at 9:00 a.m. at the Naval Surface Warfare Center, Dahlgren, Va. It will
be held in the JD's Conference Center ballroom. The brief will include
a programmatic description of the TCS program and future vision,
discussion of the evaluation process and evaluation criteria, a system
architecture and system design description, and questions and answers.
Attendees will be given a copy of the Data Server Interface Design
Description, the Mission Planning Design Requirements (in draft form),
the evaluation criteria, and a copy of the view graphs used in the
brief. None of these documents will be available before the date and
time of the brief. To register to attend the Industry Brief please

(3) participants. Your interest in attending must be received by 15
April 1997. Offerors shall submit copies of their white papers, not to
exceed seven pages each, summarizing their proposal and providing a
rough order of cost magnitude. The white paper should describe the
system's: a. Evolution b. Functional architecture c. Software
characteristics such as language, size, development platform, operating
system, etc. d. Current and future plans e. List and short description
of documentation currently available f. Operational users and points
of contact g. Estimated compatibility to the TCS architecture h. List
of high and medium level requirements not met i. Estimated effort to
include high level requirements (calendar time and labor years) j.

and labor years) Eight (8) copies of the white paper must be received
by 2:00 p.m., Eastern Time, on 09 May 1997 at the following address:

22448-5100. Each white paper should state how the proposed effort
relates to the objectives of this BAA, will increase scientific
knowledge, advance the state of the art, and determine and exploit the
potential scientific discoveries or improvements in technology,
processes, methods, or techniques. Offerors will be requested to submit
an in-depth proposal should the NSWCDD team deem the white paper of
scientific and technical merit. Format for the proposal will be defined
after review of the white papers. Award decisions will be based upon
competitive selection resulting from peer and/or scientific review and
availability of funds. Proposals submitted inresponse to this
announcement will be evaluated using the following criteria: (1)Overall
scientific and technical merit, (2)potential contribution of the
proposed effort to the UAV TCS program goals, (3)past performance, and
(4)the realism of the proposed cost. This notice constitutes a BAA for
NSWCDD as authorized at FAR 6.102(d)(2). Although no portion of this
announcement is set aside for HBCU and MI participation, proposals are
invited from all sources. This BAA should not be construed as a
commitment or authorization to incur costs in anticipation of a
resultant contract. Information provided herein is subject to
