The U.S. Environmental Protection Agency, Office of Pesticide Programs, seeks competitive proposals for technical support for ongoing environmental chemistry methods (ECM) and State pesticide laboratory programs. The successful contractor shall review and evaluate ECMs from registrants; develop multi-analyte methods of ECMs using conventional and recently developed technologies; format individual methods; and distribute individual methods electronically and in print. Technical support to the State pesticide laboratories is required through a program of performance-evaluation (P-E) exercises; laboratory audits; a series of technical training workshops; technical and analytical work involving duplicate, backup, and confirmatory analyses; and participation in OPP/State joint method development and validation programs. The requirement includes facilitation of technical meetings with States, other government agencies, and registrants and the establishment, compilation and distribution of a newsletter of issues and activities of interest to the States and OPP. The estimated level of effort for each year is between 8,750 and 11,000 hours with up to 4,000 optional hours for an estimated total of 69,750 hours. It is anticipated that the type of contract will be cost-plus-fixed fee. The RFP will be made available through the Internet and will appear at the EPA Contracts Internet site on or about 30 April 1997. The EPA site is www.epa.gov/oam. FIFRA CBI clearance will be required. The period of performance will be a 12-month base period, commencing on or about 01 February 1998 with four option years.
