Officer IDIQ Contract for Architectural/Engineering (A/E) Services. A
firm-fixed price Indefinite Delivery/Indefinite Quantity contract is
required to provide professional A/E services on an as needed basis.
Typical task orders will include, but are not limited to,
architectural, civil, structural, mechanical, and electrical design,
for a wide variety of facilities including industrial, residential, and
institutional buildings (including historic structure), waterfront
structures, and utility lines; preparation of contract documents,
consisting of cost estimates, drawings using computer-aided drafting
software by AutoCad (Release 12 or later), and specifications using the
National Institute of Building Science (NIBS), Construction Criteria
Base (CCB) specifications software, architectural or engineering
studies including development and recommendation of cost effective
alternatives, assessing environmrntal impact project proposals,
construction inspection, and submittal review. The contract period of
performance is one year with two year option. Orders placed will not
exceed the following limitations: No individual order will exceed $300k
and the total base contract amount will not exceed $1.5 mil. A minimum
contract guarantee of $1k has been established. Option year thresholds
are also $300k and $1.5 mil respectively. Projects are located within
the geographic boundaries of the First Coast Guard District, which
encompasses facilities along the East Coast of the U.S. from the
Maine/Canadian border to Highlands, New Jersey. Evaluation criteria
will include the following in order of importance: (1) Specialized
experience of the firm and technical competance in the type of work as
shown on similar projects (2) Professional capacity to accomplish the
work as scheduled. (3) Professional qualifications necessary for
satisfactory performance of required services. (4) Project team
organization and key personnel roles and responsibilities. (5) Past
record of performance on Department of Transportation and other
government contracts in terms of quality and accuracy of work, ability
to meet contract/delivery schedules. (6) Location of firm in general
geographic area, provided there is an appropriate number of qualified
firms therein for consideration. (7) Minorities and women in all job
classifications, considering availability in the general area. Firms
which meet the requirements described in this announcement and wish to
be considered must submit to this office one copy each of a SF-254 and
a SF-255 by close of business on May 7, 1997. THIS IS NOT A REQUEST FOR
A PROPOSAL. THE FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR
MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept
of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has programs to assist minority,women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.The
DOT Bonding Assistance Program enables firms to apply for bid, payment
and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are available under the DOT Short-term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
