maria.martin@fema.gov. This is a combined synopsis/solicitation
maintenance and support for 14 government-owned NetFrame Servers
according to the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; bids are being requested and a
written soliciation will not be issued. The solicitation number is
EMR-97-IB-0002. The solicitation is issued as an Invitation for Bids
(IFB). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 45.
This procurement is a small business set-aside. The SIC Code applicable
to this IFB is 7378. The small business size standard is $18 Million
Dollars. The Federal Emergency Management Agency (FEMA) is required to
provide maintenance and support to fourteen large scale NetFrame
Network Servers. These Servers provide network services to the FEMA
fixed facilities which support disaster operations, they include the
National Processing Service Centers, National Teleregistration Centers,
and Headquarters. The NetFrame Servers are located at four different
sites. Sites include, Bluemont, VA, Denton, TX, Washington, DC, and
Lanham, MD. Other sites may be added at a later date and will be
subject to mutual agreement between the government and the contractor.
It is anticipated that a firm-fixed price contract will be awarded
with a Base Period (one year period) and four option years. Contractor
will be required to perform maintenance and support to the existing
government-owned NetFrame and DLT-4000 tape systems. Cost for NetFrame
parts shall be included. The contractor shall provide unlimited
telephone technical support 7 days a week, 24-hours a day. An extended
warranty on all parts contained in the NetFrame 8500 servers and
DLT-4000 tape systems without any additional repair fees for government
installed base of NetFrame and DLT equipment. Contractor shall provide
a Parts Depot to dispatch hardware parts (i.e., Dulles Airport,
Dallas/Ft. Worth, etc.).Contractor's parts shall arrive at the
designated site within two-hour response time from the time the
government notifies the contractor that parts are required. Parts Depot
shall be available 7 days a week, 24-hours a day. Existing equipment to
be supported is as follows: (1) 3-8590s, 1-DLT 4000 3 Tape System
located at the NPSC, Bluemont, VA; (2) 2-8590s, 1-DLT 4000 3 Tape
System located at the NPSC, Denton, TX; (3) 2-8590s, 1-DLT 4000 3 Tape
System located at Lanham, MD; (4) 4-8590s, 1-DLT 4000 3 Tape System
located at FEMA headquarters, Washington, DC; (5) 2-8590s hot spares,
location to be determined. The contractor shall use only new original
equipment manufacturer parts. Evaluation: The Government will award a
contract resulting from this solicitation to the responsible bidder
whose bid conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Contractor must
meet all the requirements detailed in this solicitation. Price is of
greater importance when compared to technical. The Government will
evaluate bids for award purposes by adding the total price for all
options to the total price for the basic period. The Government may
determine that a bid is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s). Bid Preparation Instructions:
The provisions at 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. Bidders must include price for the Base
Period and each Option Period. Bidders will be evaluated on his/her
performance under existing and prior contracts for similar services.
Performance information will be used for responsibility determinations.
The government will focus on information that demonstrates quality of
performance relative to the size and complexity of the procurement
under consideration. Successful contractor must meet all the
responsibility requirements of Subpart 9.1 of the Federal Acquisition
Regulation (FAR). A written notice of award or acceptance of bid,
mailed or otherwise furnished to the successful bidder, shall result in
a binding contract without further action by either party. Bidders are
to include a completed copy of the provisions at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its bid.
