solicitation exists. USA Intelligence and Security Command is seeking
sources capable of furnishing the resources and management necessary to
perform interpretation/translation services to support United States
Forces within a specified Area of Operation (AO). The linguists shall
be able to provide real-time interpretation, translate a variety of
media from the target language to English and from English to the
target language, and provide cultural information on the target
country. Some of the linguists shall be citizens of the United States
of America who either have or are eligible for a TOP SECRET security
clearance. Other linguists shall be native speakers of the target
language who must pass a loyalties and psychological screening by the
Army Counterintelligence Support Team. The contractor shall plan for
and support interpretation and translation services on a continuous,
twenty-four (24) basis, seven (7) days a week, with no respect to
holidays and weekends. The contractor shall be capable of providing up
to fifty (50) qualified linguists who possess the required language
skills in any of over two hundred (200) languages within ten (10) days
of notification and up to one hundred (100) linguists or more within
a month of notification. The contractor shall also provide an on-site
support staff in the AO to provide supervisory, administrative and
logistics support to the linguists. The contractor shall be responsible
for pre- and post-deployment medical services for deploying linguists
and support staff. The contractor shall provide transportation to and
from the AO and within the AO for all linguists and support staff if it
is in the best interest of the U.S. Government. The contractor shall be
prepared to provide billeting, provisions, administrative equipment,
supplies, office space, and clothing required to support the linguists
and support staff in the AO. An offeror interested in being considered
for this acquisition must demonstrate performance of contracts similar
in nature to the above stated requirement; provide contract numbers,
a brief synopsis of the statement of work, and a government point of
contact; and provide evidence of the methodology you would use to
identify and recruit linguists to react to contingency requirements in
order to meet the time frames as stated above. Additionally, provide
the method that your company uses to evaluate the individual speaking,
listening, reading, and writing skills of linguists that you hire. All
responses will be evaluated to determine if a solicitation will be
