The Agency for International Development/Office of the Inspector
General is looking for sources to perform an anticipated
Time-and-Materials Indefinite Delivery Indefinite Quantity (IDIQ)
Contract for Audit Support Services. The purpose of this single award
contract will be to provide Technical and Advisory Services in
connection with the audit of USAID's Agency-Wide Annual Financial
Statement required under the Government Management Reform Act of 1994
(GMRA) and other audit-related services. Services will be required at
diverse locations throughout the world, services may be partially
performed in the Continental United States (CONUS) and then require
additional performance overseas. Simultaneous performance of audits
and/or services may be required at multiple locations in CONUS and
overseas. The contractor shall, upon receipt of a Delivery Order, have
the capacity to promptly commence the work specified therein. It is
anticipated that there will be very short notice of requirements for
services under this Contract and the Contractor's prompt response to
these requirements will be required. The contractor shall use local
regional resources to perform work within a region, to the maximum
extent possible. Reimbursement for Other Direct Costs for per diem and
travel will not be authorized unless the contractor can present
compelling reasons that demonstrate it will be more advantageous to the
Government to perform the audit using personnel from the United States
or another region. The contractor shall furnish all necessary
services, personnel, material and equipment necessary to accomplish the
tasks. Pre-negotiated labor rates will be established for the following
areas: USA Region (includes the 50 states and all territories under
direct United States jurisdiction), Bangkok Region (includes Asia and
the Near East), Budapest Region (includes Eastern Europe and the New
Independent States), Cairo Region (includes the nations of Egypt,
Jordan, Lebanon, Oman, Tunisia, West Bank/Gaza, Yemen, and Israel),
Dakar Region (includes countries of west and central Africa), Pretoria
Region (includes countries of southern and east Africa), San Salvador
Region (includes the Carribean, Central and South America). The term
of the contract will be for a one year period with (2) one year
options. All requests for information shall be submitted in writing. No
telephone requests for information will be accepted. All interested
responsible sources must respond in writing to this Notice to the
Contact Point/Contracting Officer by April 21, 1997. Responses should
include sufficient information to demonstrate the capacity, capability
and organizational infrastructure required to perform this worldwide
requirement. Responders should address their capability to manage
auditing and technical services performed simultaneously in diverse
worldwide locations, their technical capacity, capability and
experience, and their capacity for prompt performance at diverse
worldwide locations. Potential sources whichrespond to this notice
shall be added to the appropriate solicitation mailing list for
