DESCRIPTION REQUIREMENTS This is a combined synopsis/solicitation for
commercial items prepared in accordance with the Federal Acquisition
Regulation (FAR) format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. SCOPE OF WORK -- The
contractor shall provide all labor, materials, equipment, supervision,
and transportation to remove refuse and waste material from designated
places of accumulation and collections at the premises listed as
follows: the Federal Service Center, 5600 Rickenbacker Road, Bell, CA;
Federal Building and US Post Office, 11000 Wilshire Blvd., Los
Angeles, CA; FBI Building, 1260 S. Sepulveda, Los Angeles, CA; Federal
Building, 300 North Los Angeles AND Edward R. Roybal Federal Center,
255 E. Temple Street, Los Angeles, CA; U.S. Courthouse, 312 North
Spring Street, Los Angeles, CA; Federal Blvd., 1340 West Sixth Street,
Los Angeles, CA. Removal of refuse shall be carried out in manner such
that there will be no interruption to or interference with the proper
execution of Government business. FAR REQUIREMENT: FAR 52-212-1 is
applicable, FAR 52-212-2 EVALUATION -- COMMERCIAL ITEMS (OCT. 1995)(a)
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be the most advantageous to the Government, price and other
factors considered. The following factors shall be used to evaluate
offers: (i) Past Performance -- Offerors shall submit a list of at
least three similar contracts completed during the past three years and
all contracts currently in process. Each offeror will be evaluated on
his/her performance under existing and prior contracts for similar
services. The Government will focus on information that demonstrates
quality of performance relative to the size and complexity of the
procurement under consideration. References other than those identified
by the offeror may be contacted by the Government with the information
received used in the evaluation of the offer's past performance. (ii)
Price. Past performance is roughly more important than price. The
Government intends to evaluate proposals and award a contract without
discussions with offerors (except communications conducted for the
purpose of minor clarification). Therefore each initial offer should
contain the offeror's best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if
later determined by the Contracting Officer to be necessary. (b)
Options. The Government will evaluate offers for award purposes by
adding the total price for all options to the total price for the basic
requirement. The Government may determine that an offer is unacceptable
if the option prices are significantly unbalanced. Evaluation of
options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. (End of

shall have access to and right to examine any of the Contractor's
directly pertinent records involving transactions related to this
contract. (2) The Contractor shall make available at its offices at all
reasonable times the records, materials, and other evidence for
examination, audit, or reproduction, until 3 years after final payment
under this contract or for any shorter period specified in FAR Subpart
4.7, Contractor Records Retention, of the other clauses of this
contract. If this contract is completely or partially terminated, the
records relating to the work terminated shall be made available for 3
years after any resulting final termination settlement. Records
relating to appeals under the disputes clause or to litigation or the
settlement of claims arising under or relating to this contract shall
be made available until such appeals, litigation, or claims are finally
resolved. (3) As used in this clause, records include books, documents,
accounting procedures and practices, and other data, regardless of type
and regardless of form. This does not require the Contractor to create
or maintain any record that the Contractor does not maintain in the
ordinary course of business or pursuant to a provision of law. (e)
Notwithstanding the requirements of the clauses in paragraphs (a), (b),
(c) or (d) of this clause, the Contractor is not required to include
any FAR clause, other than those listed below (and as may be required
by an addenda to this paragraph to establish the reasonableness of
prices under Part 15), in a subcontract for commercial items or
