ext. 4205 Wright-Patterson Air Force Base OH has a requirement for
base-wide on-call window cleaning. (I) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. (II) Solicitation F33601-97-R-0003 is
a request for proposal (RFP). (III) This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-44. (IV) This is an unrestricted acquistion.
The associated standard industrial classification (SIC) code is 7349,
Window Cleaning Service. The small business size standard is $12M. This
is a small business set-aside procurement. (V) This acquisition has one
line item for base-wide on-call window cleaning of approximately
200,000 sq/ft of windows located in buildings which will have basements
and/or one to five stories and breezeways. The period of performance is
1 May 97 -- 30 Sep 97. Four one-year options may be awarded. Please
provide one price for the line item, for each year, totaling five
years. In addition, contractor is required to provide descriptive
literature which will enable a complete technical review for compliance
with specifications. (VI) Description: The contractor shall provide all
labor, materials, supervision, and equipment necessary to complete all
work here-in-after specified relative to glass window or door
cleaning. Work includes cleaning glass of windows/doors. Includes both
interior and exterior surfaces, window screens and adjacent trim. This
work is limited to the cleaning of both interior and exterior surfaces
of windows and doors. After glass cleaning, there shall be no trace of
film, dirt, smudges, water, grease or other foreign matter. Their
immediate adjacent panels, frames and ledges are included and shall be
cleaned or polished, to present a clean appearance. All cleaning and
polish solutions to be used shall be submitted to the contract
administrator using an AF Form 3000 for approval. No ammonia or
sap-grid cakes shall be used as a detergent at the facilities.
Buildings will be in Area A, B and C. Buildings will have basements
and/or one to five stories and Breezeways. Each bidder shall visit the
site and inspect the existing conditions. The acceptance of this
contract by the contractor will be based on the assumption that the
bidder has judged the conditions and accepts the terms of the contract
without reservation. Prior to the start of work, a schedule shall be
agreed upon by the contractor, Quality Assurance Evaluator, Contract
Administrator and the Real Property Building Manager. Once a schedule
is approved by all parties, it will be striclty adhered to. Cleaning
shall be accomplished not to interfere with safety or normal operation
of building occupants. (VII) Solicitation provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items (OCT 1995)is hereby
incorporated by reference. (IX) FAR 52.212-2 Evaluation -- Commercial
Items. Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (1) Technical capability of the item offered
to meet the Government requirements; (2) Price; in descending order of
importance. (X) All offeros are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certifications -- Commercial Items (OCT 1995), is hereby incorporated
into the clause: FAR 52.217-8 OPTIONS TO EXTEND SERVICES, AUG 1989,
(IAW FAR 17.208 (f)). Note: Option to Extend Services -- The
contracting officer shall provide written notice to the contractor
extending the period of performance in accordance with contract clause
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT, MAR 1989 (IAW FAR
17.208 (g)). (XII) The following additional FAR clauses which are
